Study On The Implementation Effect、Problems And Countermeasures Of Stepwise Electricity Price Policy In H City

With the continuous development of the national economy,the electricity consumption of both commercial and industrial customers and residential customers has increased significantly.The scientific and reasonable nature of electricity tariffs and related policies has become the focus of research.Since 2012,the country has been implementing a differentiated electricity tariff policy for residents,and from the results of the implementation,certain results have been achieved.At the same time,some practical problems have been exposed.This paper takes city H as a case to evaluate the effectiveness of the tariff policy in city H,and summarizes the problems of the residential tariff,and proposes corresponding countermeasures.Firstly,this paper summarizes the relevant research results at home and abroad,mainly from three dimensions: the connotation of the tiered electricity price policy,the effect of the tiered electricity price policy,and the implementation of the tiered electricity price policy.The core concepts such as tiered electricity prices are defined,and the basic theories used in this paper,such as government price discrimination theory and government regulation theory,are analyzed and expounded.Secondly,taking the specific case analysis object of H city,this study first summarizes the background reasons and purposes of the introduction of the residential electricity price ladder policy,and analyzes the current situation of the residential electricity price policy in H city at this stage.Then,the cost,equity,energy-saving,and cross-subsidy effects of the tiered electricity price policy being implemented by local residents are evaluated.Finally,suggestions are made from four aspects: deepening the implementation of the tiered electricity price policy,improving the residential tiered electricity price policy measures,strengthening the policy awareness level of residential users,and promoting the regulatory reform of the electricity market,so as to improve the effectiveness of the implementation of the tiered electricity price policy for residents in H City.In this study,we explore the effects of different dimensions of the tiered pricing policy for residents in its actual implementation,and examine in more detail the problems that emerge in the process of implementing the tiered pricing policy for residents.The purpose of this study is to help the government implement the residential tiered electricity price policy,as well as to provide new ideas and basis for related research in the academic field,and to provide an important reference for improving the implementation level of local electricity price policies.
