Since 1978,China has experienced the implementation of the reform and opening policy.The economy has grown rapidly,the country’s comprehensive capabilities have been rapidly enhanced,and the living consumption level of ordinary people has gradually improved.However,due to its vast territory and large population base,under the background of differentiated economic development among various regions,problems of resource consumption and ecological environmental pollution have been brought about,hindering the transformation of China’s economic structure and affecting the quality and efficiency of economic operation.Therefore,when meeting the huge challenges of the economic downturn under the new normal,supply-side structural reforms are an important way to solve the problem.As the infrastructure of the country’s economic development,the power grid not only undertakes the important task of ensuring power supply and boosting economic development,but also has great significance for supply-side structural reforms and high-quality development goals.In2015,following the policies and measures issued by the Chinese government to promote the deepening reform of the national power system,such as the "Several Opinions on Further Deepening the Reform of the Power System",it began to gradually establish a power system that "open the two ends and control the middle".The overall framework of system reform,and related supporting documents also further clearly stated that independent power transmission and distribution prices should be approved,released and implemented.As the core of China’s power system reform,transmission and distribution price reform has become the most difficult "hard battle" to win,and cross-subsidy is one of the main measures of transmission and distribution price reform.Cross-subsidy is proposed by the government’s price authorities to use administrative means to adjust electricity prices,to realize that industrial and commercial users subsidize electricity prices in non-profit areas such as residential users,thereby maintaining social stability,taking into account social equity,and enhancing the social functional attributes of universal power services.However,as the country advances the reform of transmission and distribution prices in depth,the contradictions hidden in the cross-subsidy policy of electricity prices have gradually emerged.In the face of multiple pressures from the government’s strict supervision,increased downward pressure on the macro economy,and implementation of the task of ensuring stable growth,how to adjust the tension between public interests and corporate interests in the power reform,reconciling the differences between the two parties Therefore,further exploration is needed to drive the overall transformation of the energy industry and realize the optimal allocation of resources.This article attempts to jump out of the existing research pattern of the power industry,starting from the perspective of government public policy,from the perspective of cross-subsidy,based on natural monopoly control theory,principal-agent theory,public interest theory and other theories,comprehensively using quantitative analysis and qualitative analysis.Combining research methods to examine the system,compliance,and coordination of each link in the formulation,implementation,and feedback of transmission and distribution prices.The article first sorts out the historical evolution of China’s transmission and distribution price reform policy,current policy arrangements and policy trials from a macro perspective,and forms an overall understanding of the current transmission and distribution price reform policy.Secondly,conduct an empirical study of electricity price cross-subsidy based on statistical yearbook data,conduct cross-subsidy status and calculation analysis on different types of users and residential users in different regions,and test the policy effects of transmission and distribution price reforms.The research found that in China’s transmission and distribution price cross subsidies,there are problems such as unscientific subsidy rules,unclear subsidy targets,and serious price distortions,which affect the fairness and efficiency of the electricity market to a certain extent,and also hinder transmission and distribution prices.The in-depth implementation of reforms and the advancement of power system reforms.From the formulation and implementation of public policies,consider the practical results and practical dilemmas of cross-subsidy for transmission and distribution prices.It is recommended to improve the new operating mechanism of cross-subsidy,explore the establishment of a new pricing system for transmission and distribution prices,and promote the optimization and implementation of regulatory policies.Put forward countermeasures.We must always ensure the reliability of power supply and the fairness of subsidies,but also give full play to the effectiveness of price measures and regulatory mechanisms,and explore the application of cross-subsidy processing methods adapted to China’s national conditions and social development to promote the reform and marketization of transmission and distribution prices.The reforms adapt to each other and develop together to enhance the market competitiveness and production efficiency of the power upstream and downstream industries,and promote the improvement of the overall happiness index of the society.
