| Pilot is one of the most demanding professions in the world.Therefore,Civil aviation is not only one of the main mode of public transportation in China but also the safest one.In order to promote the orderly flow of pilots,with the support of the Civil Aviation Administration of China,jointly organized by China Air Transport Association and China Civil Aviation Pilots Association,“Pact on Orderly Flow of Airline Pilots”(hereinafter referred to as the “Pact”)was successfully promulgated.At the end of 2019,the “Pact” has achieved a full coverage of Chinese airlines,which promotes the overall development of pilot flow in a good situation,and gradually enter an orderly track.However,in the formulation and implementation of the “Pact”there are still some problems,which has caused certain difficulties for the implementation of the “Pact”.Therefore,it is urgent to solve these problems.Based on the above background,this thesis makes an investigation on the implementation of the “Pact” about orderly flow of airline pilots in Shanghai by methods of questionnaire and interview.From four aspects,including the contradiction between supply and demand,the serious phenomenon of mass resignation,frequent disputes between companies and individuals,and hidden trouble caused by enforced constraints,this thesis talks about the difficulties in implementing the “Pact”.To figure out all difficulties,human resources allocation theory and contract theory are used in this thesis.Four reasons for these difficulties are included.First,it is short of publicity and interpretation for the “Pact”.Second,the contract sprit in companies and manpower communities is weak.Third,the ability for companies and schools to cultivate pilot talents is limited.Fourth,the three-way negotiation mechanism is not sound.By analyzing all these problems and reasons of orderly flow of pilots,this thesis puts forward five suggestions to make improvements in implementing the “Pact”.First of all,it is essential to comply with the contract concept,optimize orderly flow compensation and refine compensation standards.Secondly,it is necessary to maximize the joint force of flight human resource flow,optimize staff ratio in companies and establish a talent exchange platform.Thirdly,it is important to coordinate the rights of companies and individuals by establishing a professional committee and developing innovation in internal mechanism.Fourthly,it is effective to promote the orderly flow buffer guarantee,optimize the archive management system,extend the notice period for dismission and fully promote the construction of pilot flow pools.Fifthly,it is a good way to advance management procedures for orderly flow by enhancing the transparency and strengthening the supervision of the “Pact”,etc.All these measures will promote the “Pact”,an industry autonomy document,to truly play a role in ensuring the stable development of China’s civil aviation industry,and promoting the realization of a strong civil aviation country. |
