| Air transport industry is a cutting-edge technology-intensive and capital-intensive industry with a potentially high risk.As the rapid development of China’s economy,China’s aviation industry has entered into a brand-new phase.In recent years,the major airline companies in China purchased airliners in large amount.As the consistent growing of passenger and freight volume,airlines are faced with a set-back limitation of under staff concerning pilots.Pilots,the major driving forces of a flight,are vital in the safety operation of the airlines.They are essential in dealing with emergencies.Pilots who are qualified in terms of basic knowledge,body conditions,flight expertise,logical ability,reactivity,responding ability in coping with emergencies can address the basic needs of the major airlines.It requires a long-term training and a growth cycle.Firstly,introduces the present situation of our civil aviation pilots,then combined with growing fleet size of ANG airlines,collected the net increased number of the aircrafts and data of daily utilization rate of the company in recent years to predict the development for the next few years.Secondly,obtained the flight time and the quantity of each fleet’s pilots through human resources inventory method and established a model of demand and supply accordingly,using Delphi method for qualitative and quantitative prediction,and obtained the limiting factors of the shortage of the pilots’ human resource.Then,analyzed the rapid development,high industry threshold,long training period,difficulty of culture and promotion,strictness of regulations’ requirement,high employee turnover and etc.of civil aviation for solving the reason of shortage of pilots’ human resource.Finally,combining with the working practice,focused on the diversity of recruiting pilots,delicacy management of pilot scheduling,decreasing the route structure appropriately,optimizing the fleet size,controlling pilot turnover rate and etc.to study how to improve the shortage of pilot human resource in ANG airlines,to provide a more scientific and reasonable basis for airlines to make their own human resources strategic layout. |
