| With the rapid development of my country’s urban economy,the urbanization rate continues to increase,and the urban spatial pattern,land use structure,population scale and spatial distribution are constantly changing.At the same time,the development of my country’s compulsory education has shifted from pursuing the number and scale of schools to focusing on balanced development.In recent years,there have been many problems in the construction of compulsory education facilities in small and medium-sized cities,such as insufficient supply of primary and secondary education,and the mismatch between the layout of primary and secondary schools and the demand for schooling.Under the guidance of such problems,this paper studies whether the supply and demand of Jingzhou primary and secondary schools reach equilibrium based on the theory of supply and demand equilibrium.This time,we mainly used the literature review method,case study method,and field research method to carry out preliminary research work.At the same time,it combed the neighbor unit theory,spatial equilibrium theory,public product theory,and supply-demand equilibrium theory and other related content.Through literature research,it is found that there are few literatures on the planning layout of primary and secondary schools based on the theory of balance of supply and demand,and there are certain limitations in terms of research perspective,research content and research objects.Choose a city or regional elementary and middle school layout similar to Jingzhou as a typical case for in-depth research,analyze its existing problems and learn from the layout strategy and apply it to this research.This paper takes the primary and secondary schools in the central city of Jingzhou as an example to analyze the current supply characteristics of the total number of primary and secondary education facilities,land use per student,class size,and service radius in the five areas of the ancient city,south of the city,Wude,center and east of the city.It was found that there were insufficient total educational facilities,under-standard land use per student,unbalanced spatial layout,and different development stages of the new and old urban areas,and summarized the reasons for their planning,implementation,and management stages.In response to the above problems,the demand analysis from the three aspects of the total education of primary and secondary schools,the land use per student and the service radius is as follows:(1)In terms of the total demand for education,the population should be rationalized through analysis of population changes and population composition of different school ages.It is predicted that the estimated supply-demand ratio shows that there is an imbalance between supply and demand in the five areas.Only the ancient city area is in oversupply,and the others are in short supply;(2)In terms of land demand per student,in view of the difference between the new urban area and the old urban area in the five areas,The land demand per student is also different.The ancient city area adopts the lower limit index,and other areas adopt the upper limit index planning;(3)In terms of service radius demand,compare the service radius index in the residential area standard,and refer to the service radius of the case city,and then use the GIS platform.The buffer analysis method is used to analyze the service radius of the area,determine a reasonable service radius,and achieve a balance between supply and demand.Finally,in response to the imbalance of supply and demand in the planning of primary and secondary schools in the central urban area of Jingzhou,from the macro-level,meso-level,micro-level,implementation guarantee,and management mechanism,a strategy to promote the balance of supply and demand in the planning of primary and secondary schools is proposed: 1)Propose the overall The principle of planning layout is based on the entire Jingzhou city,not only considering the balanced development of the central city,but also taking into account the balanced development of the suburbs,adhering to the principle of achieving a balanced development of the distribution of primary and secondary schools in the entire district,and at the same time linking up with other special plans in the city to ensure the implementation of the plan;2)Draw lessons from the successful experience of other cities,and propose a layout plan for the imbalance of supply and demand in primary and secondary schools in each area;3)With the development of the city,local standards should be formulated and compiled in time to guide special planning,while learning new technologies Method,use GIS platform to improve accuracy and scientificity,in order to solve the problem of school land shortage,put forward the strategy of opening and sharing school district resources and community resources;4)In order to ensure the implementation and implementation of the plan,the urban primary and secondary education land planning protection should be improved The mechanism,especially the guidance of the upper-level planning to the lower-level planning,the rigor and persistence of the lower-level planning to the upper-level planning,should also innovate the development and construction mechanism of primary and secondary
