Research On The Optimization Model Of Government Supervision Of Construction Safety In Bao’an District,Shenzhen

In recent years,the situation of safety issue in construction industry in Bao’an district is grim the safety supervision of the government is under great pressure.At present,Bao’an district is accumulating the capacity for a new round of development and construction by taking advantage of the opportunities of‘the leading demonstration area for socialism with Chinese characteristics’ and‘Guangdong-Hong Kong-Macao Greater Bay Area’.Therefore,the safety development of construction industry is strongly related to the safety,stability and development process of the district.In this paper,we study the government supervision mode for safety issue in construction industry in Bao’an district,and discuss about the correct state of the government territorial supervision responsibility orientation,model innovation and program optimization in Bao’an district.We also optimize the current safety supervision,improve the efficiency of government safety supervision,and offer reference to Bao’an district and also the basic-level government.In this paper,we mainly use literature research method,questionnaire survey,case analysis and fishbone diagram analysis tools to analyze the problem and primary cause of the problem in the organization structure,methods and mechanism of government supervision for safety issue in construction industry in Bao’an district.We apply the theory of government reengineering and cooperative governance.The government supervision optimization mode and practical path in construction safety are put forward.This paper constructs a government-led,multi-party governance as the principle,systematic centralisation,quality and efficiency of the supervision model,the establishment of construction project safety government supervision system.It sets up intelligent supervision platform and multi-subject co-governance system,and presents practical path in the five aspects: the revision of rules for implementing safety management,the establishment of supervision system for inspection agencies,the perfection of external mechanism for safety supervision,the change concept of supervision services,the creation of safety and wisdom site.It also puts forward the safeguard measures in five aspects: policy,system,technology,team and funds.This paper creatively establishes the vertical supervision law enforcement team and supervision grid system in the construction safety supervision plate.It solves the problem of the non-equal rights and responsibilities of basic-level law enforcement and the lack of ‘last kilometer’ supervision.It also constructs the intelligent supervision platform and establishes the link between the government,the parties and between the government and the parties,improving the efficiency of supervision operation.
