Research On Government Supervision Of Construction Engineering Safety

In recent years, construction continued expansion and construction industry output value increase greatly of our country. However the general situation of construction safety is not optimistic and building construction safety frequent casualty accidents which seriously restricted the construction of continuous and stable development. So construction is of great importance to improve safety management level. In guarantee the process of building engineering construction safety, the government as the main building construction safety supervision and management that Its regulatory agencies, regulatory way, executable degree and effectiveness of the regulatory process and so on play an important role in promoting enterprises to carry out the main body responsibility, effectively control of production safety accidents. But there is a certain gap between our country construction project construction safety government regulation work and the demands of the rapid development of construction industry, the demand of the change of government function, social expectations of construction engineering safety production work.This thesis aims to find the problem that building engineering construction safety government regulation,distinguish between the enterprise and the government’s responsibility, update the regulatory thinking, innovative the way of supervision, effectively supervise the responsibility main body construction safety and responsibility, real play to the role of the building engineering construction safety government regulation.As a staff member in the building department for ten years, I stood in the perspective of government regulators, take Yinchuan as examples, analyzing the present situation and problems of Yinchuan building engineering construction safety government regulation and further analysis the government in building engineering construction safety problems existing in the supervision work:regulation is imperfect laws and regulations, lack of regulation, regulatory way behind,regulatory measures, regulatory enforcement is lax,the lack of scientific evaluation regulation performance,which lead to the government regulators is difficult to give full play to the role and regulatory efficiency is not high.Finally, for the safety construction of our country government regulation problems and based on the experience of the other domestic cities,brought up the improvement of Yinchuan building engineering construction safety supervision measures,including to improve the way of government regulation, from the focus on the micro management to make macroeconomic control,shift from entity to conduct supervision and engaged in the investigation to prevention. Innovative construction safety supervision mode with differentiated regulation, digital implementation of construction safety supervision and pay attention to give play to the role of social forces.To strengthen the government performance evaluation and supervision organization guarantee so as to realize rational regulation, government regulation, effective regulation.
