Research On Government Supervision Model Of Construction Safety In Perspective Of Safety Behavior

Nowadays, China is undergoing the largest basic construction in the world. As the continuation of the urbanization process, it is expected that construction industry will still in high-speed development in a long term, and the scale of investment will increase year by year, and construction workers will greatly increase, which constitute great pressure to safety production in construction. The government has taken a lot of measures on safety supervision in construction, however, construction accidents is still in the frequent occurring, which seriously restrict the healthy development of the construction industry, and cause heavy loss to our country and to construction workers. This causes extensive discussion and profound reflection about government's safety supervision on construction industry. Among the research of construction safety, research about construction participants'safety behavior is few, and not in-depth. In this paper, the problems above are studied in perspective of safety behavior by methods such as interview, questionnaire and deductive reasoning with a large number of facts and figures as the basis, in order to provide a new perspective for government supervision of construction safety.This paper firstly expounds China's situation and dilemma of construction safety production and government supervision model of it, and finds that slack government supervision which causes the behavior of construction market participants not standard is one of the basic reasons of frequent safety accidents. So, the paper makes the appeal to pay attention to supervise participants'safety behavior. Then, the contractor's safety behavior is studied, as a representative of all participants, and utility theory is used to construct a model to analyze the rules of contractor's selection of safety behavior and the influence from government supervision. Finally, the application possibility of behavior supervision model on government supervision are explored from running principle, supervision object analysis, safety behavior frame of main construction market participants, main safeguard mechanism and so on several aspects, basing on the analysis of safety behavior above.
