The quality and safety of construction projects was an important object of government supervision.The application of information technology is an effect way to achieve standardized supervision and efficiency improvement.With the rapid development of digital technology,our country has gradually entered the era of digital economy,therefore digital government has become a new governing model.As an important traditional industry to drive the rapid economic growth,it is urgent to improve the supervision means and levels with high-tech means to speed up the informatization construction of the supervision system due to more complex architectural designs,larger constructions and increasing participating units.From the perspective of government supervision,this dissertation focused on the upgrading information system to supervise construction project quality and safety.Firstly,literature reviews and expert interviews were summarized comprehensively as well as the relevant concepts and the essential characteristics were clarified.Based on the analysis of the problems and corresponding factors in information system upgrading of government supervision,the expert opinions and group discussion are used for qualitative analysis,while SEM structural equation model was established for quantitative analysis.In order to optimize the government supervision information system,the overall management level,technical service supporting levels,platform constructions,system realizations as well as 5 latent variables and 19 explicit variables(driving variables)were collected from the front-end data.In the empirical analysis stage,the practice of construction project quality and safety supervision informatization in the housing and urban-rural construction department of S City as an example.The structure,content and application effect of the supervision system were analyzed to improve the government supervision informatization system.Finally,based on the hybrid conference methods,the aforementioned problem analysis,model calculation and empirical analysis,the counter measures and suggestions for the upgrading of the government supervision information system for construction project are put forward,including the overall management level improvement,the technical service level improvement and new technology application ability,the construction of the construction project supervision information system platform,the functional upgrading of the construction project supervision information system,and the front-end data collection ability improvement.It is found that there were significant correlations between latent variables and explicit variables related to the quality and safety construction of supervision information system.Through weight functions testing,the solution ideas and solutions have been formulated effectively,and effective solution channels have been provided for the upgrading of the information system.The research results have shown important values and significances to supervision strengthen of information constructions,digital government establishment and digital nation realizations.
