Supply side structural reforms advocate gradually deep reform of the national backbone industries,such as national energy power,expanding the scope of the key areas of mixed ownership reform pilot,and strive to highlight the status of the content of performance management as a modern enterprise management,combining with the "government work report of the State Council" in 2019 to the requirement of marketization of state-owned enterprises reform and advocacy,effectively solve the traditional state-owned enterprises and state-owned enterprises lag problem in the separation of operation right and ownership,will solve the outstanding problems existing in the performance management system as the primary factor,Maximum extent to reduce state and weak factors in the performance management system of state-owned enterprises to the actual compensation for employees and the negative impact of job promotion,promote double property rights system of state-owned ownership and state-owned holding enterprises to develop in the direction of the modernization of management,promote its establishing and perfecting the modern salary,performance management system,the performance management system reform as the core field of under market-oriented reform,activate the state-owned enterprises and state-owned enterprises vitality,also in the stage of the economic development of the new normal try to play the leading role of performance management system,promote the related enterprise main body,the depth of the reform in the mixed We will give full play to its leading role in energizing overall economic development.Based on this,this paper studies the reform content of performance management system of Harbin HD power company,a large state-owned holding power enterprise,under the market-oriented reform.With case analysis,combining qualitative and quantitative,and comparative research,summarized the Harbin HD electric company performance appraisal form dimensions,performance,intensive management system,method of performance management accounting and enterprise performance,and the frequent employee compensation performance calculation error,and is inconsistent with the actual work situation,performance,performance is difficult to improve staff motivation and lack of accurate assessment of employees’ abilities,etc,summarizes the problems existing in the current performance management system.Based on the above problems,the article will adapt to the supply side structural reforms advocate,promote the reform of marketization of electric power of the state,improve the level of marketization of performance incentives,and enhance the rationality of employee compensation measurement as a compensation and the management system reform goal,and will improve performance optimization performance management institutions,accounting process,adjust the performance of accounting system,construct the performance review system,and improve the performance of communication mechanism reform as its perfect aspect and method,follow the inspection scheme rationality evaluation,evaluation system stability assessment,staff performance appraisal satisfaction evaluation and system integrity assessment steps,Comprehensively improve the performance management system reform effect of Harbin HD power company’s market-oriented reform.
