Study On Reform Policy Of The Shantytown Under The Reform Of The Supply Side

The transformation of shanty towns is an important safeguard for people’s livelihood in China.Accelerating the transformation of shantytowns has an important role in effectively solving the housing difficulties of low-income groups,improving urban supporting infrastructure,accelerating the decommissioning of commodity housing,resolving the employment problems of shantytown residents,and promoting the sustainable development of the economy and society.However,for many years,China has adopted a development mode that stimulates economic growth by stimulating demand.Under this background,although the squatter settlement reform policy formulated by China has accelerated the process of shantytowns reconstruction,it has caused many problems,such as: a large number of resettlement houses.The construction of the project led to an increase in the pressure on real estate inventory,neglecting the construction of the infrastructure around the resettlement house and affecting the daily life of the residents,not paying attention to the cost of living of the residents and creating new social contradictions.On November 10,2015,at the Central Financial Leadership Group meeting,the concept of supply-side reform was first proposed.In 2017,the “Government Work Report” clearly stated that it is necessary to deepen supply-side reforms and continue to focus on deleveraging,destocking,capacity reduction,cost reduction,and short-cutting.Faced with the inventory pressure still existing in the real estate industry in the new era,we must follow the principle of city-based policy to do a good job of destocking.The proportion of monetized resettlement should be increased according to local conditions so that more families with housing difficulties can bid farewell to squatter settlements.Therefore,deepening structural reforms on the supply side and using the idea of supply-side reforms to combine destocking,short-swapping,and shantytowns transformation to increase the proportion of monetized resettlements are of great significance to the advancement of shanty towns.This article takes the reform policy of shanty towns in Jilin Province as the research foundation,and takes the related theories of supply-side reform theory,game theory,and public administration as the guides,and conducts research through the combination of literature research and empirical research and the combination of theory and practice..Based on an in-depth analysis of the policy of shanty towns in Jilin Province,the problems existing in the existing policies and the influencing factors were discovered,and a plan for optimizing the policy of shanty towns in Jilin Province was proposed.Through the research,this article draws the following conclusions: First,the transformation of shantytowns in Jilin Province has achieved remarkable results after many years of advancement,but at the same time there have also been some problems.Over-emphasis on demand-side stimulus,ignoring supply-side reforms;paying too much attention to the demolition work of houses,and neglecting the sustainable development after reconstruction;paying too much attention to land finance,and neglecting the employment and re-employment of shantytown residents.Therefore,it is imperative to use the supply-side reform method to promote shantytowns.Secondly,from the perspective of supply-side reform,the optimal path of shantytowns reform policy in Jilin Province was discussed.Highlighting "institutional innovation","simple government decentralization,decentralization,integration and optimization of services" to improve the quality of policy formulation and implementation as the main direction of attack,put forward measures to standardize government actions,enhance the transparency of government work,improve supervision and evaluation mechanisms,and improve policies.The scientific rationality and other suggestions.In addition,taking the game of three interest subjects as the starting point,three stakeholders are suggested to optimize their own behavior in terms of streamlining the approval process,perfecting the product structure of commercial housing,and reasonably expressing interest claims.Combining with the key content of supply-side reforms,“de-stocking”,the proposal to strengthen the monetization of resettlement is proposed.
