Research On The Government Management In The Reform Of Inner Mongolia Electric Power Market

Power market reform is related to China’s energy security and economic development.As an important organizer,policy maker and regulator of power market-oriented reform,government departments need to guide market participants to compete in an orderly manner in the process of market-oriented reform.Inner Mongolia is rich in energy,and its power industry is based on resource advantages and independent operation mode.At the same time,it is supported by national and regional government policies.Inner Mongolia has made some achievements in the reform of power market.However,with the policy requirements of further deepening the reform of power market,it will also face many challenges in the future.It is of great significance to continue to optimize and give full play to the role of government management and standardize the behavior of the participants in the power market for furtherdeepening thereform of thepower market.This thesis takes the current situation of government management of power market reform in Inner Mongolia as the research object,and takes the public product theory,government regulation theory and new public management theory as the guidance.Through the elaboration of the current situation of government management in the power market reform in Inner Mongolia,this thesis analyzes the current situation of the Inner Mongolia power market in the aspects of laws and regulations,power grid structure,power system management and so on Based on the experience of developed countries such as the United Kingdom,the United States and Japan,and advanced regions such as Zhejiang and Guangzhou,this thesis puts forward some policy suggestions to improve the government’s management in the power market reform,including revising and improving the power laws and regulations,improving the power grid structure,improving the management of the power market We should give full play to the decisive role of the market in resource allocation,refine the market access and trading rules,improve the market-oriented price transmission mechanism,clarify the responsibilities of government management departments,implement the vertical integrated power supervision mode,and optimize thepower demand sidemanagement.
