| With the continuous development of China’s economy and social progress,the infrastructure construction projects mainly supported by government financial funds have gradually been unable to meet the needs of economic development.While the capital of the company is becoming more and more sufficient,the financial pressure of the Ministry of Finance is increasing.If the capital of the company can be invested in the infrastructure construction projects,the financial pressure of the Ministry of Finance can be alleviated to some extent.Applying the PPP model in the field of infrastructure management can solve the problem of insufficient capital of some infrastructure projects.However,China is a late adopter of this management model,so it has less relevant experience,and there are many related risks to be addressed.This paper studies mainly in municipal road construction project,after using the PPP model for management of risk prevention and control related issues,and to improve and PPP project of a municipal road in Xi’an bid(a)as an example(later referred to as: xi ’an sports center road projects),the municipal road is made on the potential risks in the PPP project identification and summary,and put forward the related measures of how to control such risk.This paper focuses on the summary and analysis of PPP project risk identification,assessment theory,prevention and control and prevention and control safeguard measures,and has been comprehensively applied to the actual engineering cases,to provide reasonable prevention and control measures for the actual projects.In this paper,the risk of municipal road PPP project is identified by questionnaire survey and expert consultation,and the matter-element assessment method and analytic hierarchy process are adopted to evaluate the risk of municipal road PPP project,and the relevant prevention and control measures and prevention and control safeguard measures are put forward from the perspective of enterprises.At the same time,this paper takes PPP project of a municipal road in Xi’an as a case,uses the risk identification theory to identify the specific risk items of the case project,and obtains the risk list;The risk assessment model constructed by AHP and matter-element assessment method is used to carry out the risk assessment at all levels,obtain the risk factors that greatly affect the project,and put forward relevant prevention and control measures for the important risk items.Finally,the overall risk prevention and control measures are put forward.Through the analysis and summary of the risk identification,assessment and prevention and control of municipal road PPP project in this paper,it can provide reasonable suggestions and countermeasures for the risks encountered by Chinese enterprises in the process of participating in municipal road PPP project. |
