With the warming of the weather and the increase of global rainfall,the frequency,destructiveness and uncertainty of flood disasters also increase.Flood emergency shelter has become an important measure to provide residential places,emergency materials and medical assistance for the victims after the disaster.In recent years,many countries have strengthened the construction of flood emergency shelters,and General Secretary Xi,the Chinese leader,has often stressed the importance of the construction of emergency shelters.Z is located in Southwest China,affected by climate change,rainfall and rainstorm duration increase year by year.Due to uneven distribution of rainfall,the northwest is low,and flood disasters often occur.Although the Emergency Management Bureau and emergency management system have been established in place Z,in order to quickly settle the victims,the dynamic demand changes of the victims in different stages of the disaster are less considered in order to quickly settle the victims,which greatly affects the timeliness and effectiveness of rescue.In order to improve the above deficiencies,this paper discusses how to realize the dynamic location of temporary and long-term shelters and the dynamic distribution of victims and materials after the disaster under the guidance of the research status at home and abroad,disaster emergency management theory and emergency facility location theory.Based on the characteristics of flood,the function and operation mode of flood shelters,the key factors affecting the dynamic location of flood emergency shelters are analyzed,and the dynamic location problem is transformed into a two-stage decision-making problem.Taking the shortest response time and the largest demand coverage of the victims as the objective function,a multi-stage,multi-objective and multi material dynamic location selection model for flood emergency shelters with multiple coverage is established by comprehensively considering the constraints of the shelter capacity,emergency material reserve,the needs of the victims and the maximum and minimum coverage distance.Genetic algorithm is used to solve the location results of temporary and long-term shelters,and the two-stage disaster victims transfer and emergency material allocation scheme is obtained.By comparing with the original scheme of land Z and adjusting the data in the model parameters,the effectiveness of the proposed model and algorithm is tested.The research on the dynamic location of flood emergency shelters is helpful to improve the theory of emergency shelter location,improve the operation and management mechanism of national flood emergency shelters,and to achieve the goal of "having shelter,having food and having medical ability" emphasized by General Secretary Xi.This paper contains 37 figures,31 tables and 76 references.
