China has a vast land and abundant resources,dense population,complex geological environment,and many types of climate,and it is often attacked by various natural disasters,led by floods.Therefore,a scientific and efficient emergency management system for flood prevention and mitigation is extremely important for effectively resolving major flood and drought disaster risks,ensuring the safety of people’s lives and property,and promoting stable economic and social development.From the perspective of public management,this thesis analyzes the current emergency management system for flood prevention and mitigation in Sichuan Province.First,how to apply emergency management theory,flood risk management theory,administrative responsibility system theory and service-oriented government theory in flood prevention and disaster mitigation It has sorted out and combined Sichuan’s flood prevention and disaster mitigation emergency plans,systems,mechanisms,and the current status of the operation of engineering and non-engineering measures,and introduced some typical flood prevention and disaster mitigation work encountered in recent years.Through refining,the crux is found,and countermeasures are tried.Used to solve.This article can be said to be the latest application of the theory of flood prevention and disaster reduction in the new era,and the latest research on the emergency management system.It has strong practical significance and reference value for improving the relevant systems in Sichuan Province.The author believes that the current Sichuan flood prevention and disaster mitigation emergency management system has problems such as incomplete plan system,incomplete management system,incomplete management mechanism,irregular flood control engineering and non-engineering measures,etc.The reasons for the above problems are:the lack of legal protection of the plan system,The establishment of institutional mechanisms is unreasonable,work assessment methods are incomplete,and flood prevention and disaster mitigation projects and non-engineering measures lack funding guarantees.And combined with the latest flood prevention work requirements of the current era,four suggestions are put forward: one is to improve the relevant laws to provide the support of the plan system;the other is to use the results of the 19 th National Congress to promote the improvement of the system;the third is to improve the assessment to resolve various conflicts;It is to increase the construction of engineering and non-engineering systems.
