After Disaster Assessment Of Disaster Shelter And Research On The Adjustment Method Of Responsibility Area

At present,China's disaster shelter and shelter planning also relies on the planners' expertise and experience to determine it.It has completed construction of disaster shelters that can't catch up with the Code for design of disasters mitigation emergency congregate shelter(GB51143-2015).These disaster shelters may undermine or lose some emergency function.How to evaluate the disaster shelter after disaster happen and how to redivide the available disaster shelter or complement the disaster shelter is an urgent problem in planning,construction and management of disaster shelter.According to the Code for design of disasters mitigation emergency congregate shelter(GB51143-2015)in 2016,analysis of factors affecting the ability of after disaster shelter.I make the condusion: emergency power,emergency water supply,emergency traffic,emergency fire control,emergency accommodation,emergency lighting communications and health care.Considering major disasters have poor communication,traffic disruption and management confusion,besides,the time of opening shelters,the evaluation data is collected after disaster can be incomplete,inaccurate and even inconsistent,the research applies rough sets theory to evaluate disaster shelter after post disaster and prove it with an example.Using maximum covering model and P-media model,a district adjustment model is created which considers the number of people,distance and capability.Using P-media model and set covering model create a complement location model which considers distance and capability.Using Lingo11.0 software,the above two models.Using a city for an example,assumes post disaster shelter damage.Using rough sets evaluates disaster shelters to calculate the capacity.Using the model adjusts to the responsible area.At last,it is proved with an example.
