A Study On The Construction Of Emergence Shelter Based On Disaster Risk Assessment

Major Disasters such as earthquake usually cause great casualties and property losses, a lot ofpeople homeless. As a temporary harbor, emergency shelters provide safe place for victims duringand after disasters. In order to provide support for the government’s decision-making on the rationalallocation of emergency shelters, the paper studies the construction of urban emergency shelters onthe base of disaster risk assessment.Firstly, the thesis analyzes the construction status and theoretical development of emergencyshelters at home and abroad; describes the general classification of emergency shelter and relatedfunctions; puts forward the key issues in the construction of emergency shelters; gets thesignificance of disaster risk assessment in the construction of emergency shelters; and studies on thetheories of disaster risk assessment at home and abroad. Secondly, from the perspective of system，it does quantitative research on urban disaster risk level with Data Envelopment Analysis, guidingthe rational distribution of urban emergency shelter resources in the area. Based on these researches,it builds the construction system of emergency shelters. Finally, it comes up several developmentcountermeasures for the construction of emergency shelters in our country, taking Nanjing forexample.
