Research On Construction Model And Planning Strategy Of Government-led Pastoral Complex

In 2018,the "Opinions on the Implementation of the Rural Revitalization Strategy" announced in NO.1 Document issued by the Central Committee worked as a major strategic concept for our Party to build a modern and powerful country in the new era.The proposed concept of pastoral complex became an innovative measure for rural revitalization.It was also the inheritance and development of the past rural construction.Its construction involved the participation of multiple parties.It became a platform for co-construction of two important forces,the government and the market.However,multiple subjects faced the problems of poor cooperation and unclear relations in the process of planning and construction of the pastoral complex.Meanwhile the government’s problems of deviation,offside and absence on its own function caused unsmooth running during the process of planning and construction of the pastoral complex.Therefore,how to form a model of pastoral complex planning and construction with government-led coordination and participation of multiple subjects is the research focus of this article.In this study,through optimization analysis of the rural construction model based on the combination of theory and cases,summarization on the compound mode and characteristics of construction mode,references to the relevant practices and problems faced by the local government in the development of the Jinggangshan countryside,relevant researches will be conducted on local government roles in the planning process of the pastoral complex.The transformation requirements are proposed from the three dimensions of planning strategy,planning operation and planning management.And this article is to explore how to effectively play the leading role of the government in the construction of pastoral complexes,therefore achieving a reasonable allocation of resources,and to answer this question with the empirical research of Jinggangshan Pastoral Complex,meanwhile providing reference of theory,experience and practice for the subsequent construction of pastoral complex.
