As an important part of basic education,primary school is a school receiving primary formal education.As a public welfare service facility,it plays an important role in improving people’s livelihood and realizing social fairness and justice.At the same time,it also becomes an important support system of urban functional system.The rationality and scientific layout of education land involved in primary school planning are of great significance to the importance of intensive and economical use of land resources,balanced allocation of urban space,resource sharing,and meeting the needs of future education development.In recent years,the urban development of Xianyang city has made steady progress.Driven by the development of the greater Xi’an metropolitan area,the urban construction is changing with each passing day,the urban population is growing steadily,the urbanization process has entered an accelerated stage,and the people’s sense of happiness has been enhanced.However,there are still some factors hindering the healthy development of economy and society,such as the unreasonable layout of land for primary education and the unbalanced spatial distribution,which further leads to the problems that the existing primary education facilities can not meet the people’s growing demand for high-quality basic education.Therefore,combined with the current situation of primary schools in Xianyang City,it is an urgent and significant research work to explore the methods and Strategies of optimizing the layout of primary school education facilities in line with the local reality.Based on the study of the literature on the planning and layout of primary schools at home and abroad,this paper combs the theory and practical experience of the spatial layout of primary education land in different periods,regions and research directions at home and abroad.Taking Xianyang downtown as the research area,this paper selects the spatial layout of primary and secondary schools with basic education facilities as the research object,Based on the in-depth analysis and field investigation of the current situation of primary school education facilities land in the central urban area,this paper summarizes the existing problems and analyzes the main causes of these problems,and then from the spatial layout,scale allocation,supply and demand relationship,the spatial distribution of education land,the spatial distribution of education land,the spatial distribution of education land,the spatial distribution of education land,the spatial distribution of education land,the spatial distribution of education land,the In terms of service scope and traffic accessibility,this paper establishes and puts forward the principles and ideas of primary school land layout optimization in central urban area,and constructs the layout optimization system.According to the different problems in the old and new urban areas,different allocation standards and layout principles are proposed to promote the further optimization and improvement of the primary school construction land layout in the central urban area,In order to provide a reference for the spatial layout planning of primary schools in the central city.The main conclusions are as follows:1、The supporting facilities for primary school education in the central urban area are not perfect.At present,there are about 1154 classes in primary schools,with 59076 pupils in school,895 students in school and 51.19 students in class,far exceeding the national standard of 639 students in school and 37.54 students in class.Among them,919 classes have 45 students in class exceeding the standard,It accounts for 79.6% of the total number of primary schools in Xianyang city center,and the class number exceeds the standard.In recent years,the development of education land in the city is slow,the built school area is small,the school sports venues and green space are not up to the standard,and the supporting facilities are not perfect.According to the evaluation and acceptance standard of "double universal and double high" in Shaanxi Province,the planning standard capacity of primary schools in the central urban area is 48000 pupils,and the actual number of students is 59000,which exceeds the standard capacity by 11000.In view of the current situation gap,this study fully considers the projects such as returning the second to the third,the transformation of old residential areas,and the shed transformation in the built areas,which has a good impact on the source of students and the quality of life Primary schools with poor facilities will be expanded on a certain scale without affecting the overall function of the region.22 schools were rebuilt and expanded,and 159 classes were added.Among them,12 old city districts were reconstructed and expanded,with 119 new classes,and 6 new city districts were expanded,with 50 new classes.2、The spatial distribution of primary schools in the central urban area is unbalanced,showing a trend of polarization between the new and old urban areas.The old urban area is a traditional service center area,with redundant degrees and surplus high-quality education resources;The allocation of primary schools in new urban areas is significantly insufficient,and most of them are village primary schools.This layout optimization fully considers that the key areas of future urban residential construction in the current urban master plan are concentrated in the new urban area,which urgently needs to increase the demand for education supporting facilities,reasonably predict the number of students and the size of schools,reasonably select points by using GIS,and intensively arrange primary schools.Finally,50 primary schools will be built in the new urban area,and 15 primary schools will be built in the old urban area,In order to meet the needs of the future urban development for the allocation of basic education facilities,and the comprehensive analysis of the allocation standards of Shaanxi Province "double universal and double high" evaluation and acceptance standards,"Xianyang Urban Residential supporting primary and secondary schools(kindergartens)planning and construction indicators" and the specific situation of the built schools,finally determine the different allocation standards of the new and old urban areas.3、Based on the limitations of the development of small and medium-sized urban areas and the principle of intensive and economical allocation of facilities layout,this study optimizes the allocation of new primary schools.According to the questionnaire survey of residents,the standard primary school can walk for 10 minutes to 15 minutes,which can achieve the optimization of service coverage,And maximize the use of resources.
