A Overseas Engineering Project is the first national highway constructed by A Group Co.,Ltd.in Sri Lanka.Since the start of construction in 2016,due to the company’s insufficient attention to human capital investment,the project has a shortage of technical personnel and a high level of staff mobility.These problems have seriously affected the speed of project progress and failed to deliver work on time.This has severely affected the company’s other projects undertaken in Sri Lanka and the timely return of project funds.Therefore,taking Project A as the research object,measuring and analyzing the human capital investment efficiency and analyzing the reasons leading to its lowness are of great significance to the company’s management on how to effectively invest in human capital.Based on A overseas engineering projects,the basic concepts and theories of human resources management,engineering management,and organizational behavior are used to investigate the human capital investment status of overseas engineering project departments.Based on the DEA method,the four construction bids of overseas projects were selected as the main body,and the total number of employees,employee compensation,education investment,training investment,and medical care were determined as input indicators to reduce cost rates,planned advance rates,party A satisfaction,and production.The output value is an output indicator,a DEA model is established,and the following conclusions are calculated and analyzed: the overall efficiency a of A overseas engineering projects are at a relatively low level.The improvement of comprehensive efficiency is the key to improving the efficiency of human capital investment in overseas engineering projects.The overall efficiency of the tender segment is redundant in terms of number of workers,employee compensation,investment in education and training,and also medical care.After further research on the evaluation results,it is analyzed that the cause of the inefficient human capital investment of the project is that the external environment and internal management of human capital investment are insufficient,and the human resource management system and human capital allocation are backward.On this basis,countermeasures are proposed to improve the human capital investment environment,strengthen the internal management of corporate human capital investment,establish a human resource management system that is compatible with modern enterprise systems,and innovate human resource management models.
