In recent years,Chinese economic growth has change into 'medium high speed' pattern,and the aging structure of population has become increasingly prominent.In order to keep steady economic growth,we must make a breakthrough in human capital.The rising of average human capital in a person is the keep point to solve the problem of regional development.The reduction of workers' geographical time cognition will deeply influence their residence and working choice.Therefore,the opening of high speed rails may have impact on human capital in different regions.Education and earning of each person are used to calculate human capital change during twelve years,and the characteristics of human capital flow between provinces are being analyzed.Next,this study used earning pattern to calculate human capital change between different cities,and examined what are the impact on these regions come with the different speed of a railway at different scale,and different levels of economic development.In order to avoid endogenous problems,this study constructed an instrumental variable which is the distance between the line of general prefecture level city and the central city.2SLS mathod has been used.In order to avoid systematic errors,this study added some variables that may probably influence the regional human capital,constructed a "pseudo high speed railway opening variables" to get robust test.Those results show that:1.The opening of high speed rails have a positive impact on human capital in different cities,but the size of a city and difference in speed would produce different results.2.The promotion of high speed rails in human capital will be stronger if a city own a larger scale.3.There is an certain promotion in human capital if a city lays along the lines of high speed rails,even it did not own any high speed rails stations.4.The farther from the central city,the more difficult it is to enjoy the spillover of human capital from central city.Based on the results,this study insists that it's essential to find ways to attract those people who have higher work skill and productivity.A region which doesn't own their high speed rails should make effort to join the high speed rails net.Combining with the support from government,such regions will success in promoting their average human capital.A region which have been had high speed rails stationas should make the best use of such opportunities to optimize their industrial structures and establish different competitive systems.In that way will it constructs the foundation in economic development among those regions.
