Research On Management Of Tendering In Block Equipment Procurement In Urban Rail Transit Project

While the national economy is booming and urbanization is accelerating during recent years,the scale of cities is expanding and the population of the cities is growing.As a consequence,the traffic congestion is severer.To release such traffic congestion and to meet the travel demand of people,a booming development has been experienced by the urban rail transit projects.Together with the continuing development of the urban rail transit,the construction of the depots and berth yards in the urban rail transit projects has become a crucial part in the construction of urban rail transit projects.The urban rail transit projects have developed so rapidly,attracting more enterprises to participate in the urban rail transit projects.To improve the quality of projects,employers prefer choosing construction enterprises.The block equipment are procured through tendering.Such procurement model allows employer to manage the procured equipment via the general contractor of equipment procurement thus this could simplify the administrative procedures and reduce the financial pressure for the employers.In another respect,the model of classified block equipment procurement could implement better control towards equipment and disperse the risk of the overall integrated equipment procurement.For any enterprise,the tending price offered shall be the fundamental step in determining the success of the tender,and the sustainability and profitability of the company ultimately.The existing thesis from across the world have accomplished certain level of achievement on tendering strategy.But there are few concerning the tendering for urban rail transit projects still.The thesis from the perspective of the general contractor of equipment procurement analyses the tendering incident and its root of the procurement project for none-standard equipment with foundation in depot for Wuxi Metro Line 3,integrating the basic theories on tendering and bidding with the experience of specific project bidding and tendering and the project performance.The thesis tries to give some advice and solutions.During the selection of project for tendering,SWOT analysis method shall be applied to determine whether or not to tender for the project,which shall achieve the aim of enhance the efficeicny of decision making and to reduce tendering time period meanwhile.While building the model for review and decision process before tendering the weigh-sum method is applied to assess the grades of the tendering projects so as to differ the processing for the projects of different grades to increase the rate of winning.In respect of the selection of equipment suppliers,the credit evaluation system of the equipment suppliers with adoption of risk index method shall be incorporated to assess the credit of the equipment suppliers in forming the basis for the tendering.In terms of tendering schedule management,a standard tendering cooperation flow is suggested on the basis of actual experience.In the flow the staff's duty and responsibility are defined and confirmed on a clear basis.Transaction cost theory and game theory is applied during the determination of the tendering price.The thesis is not only theoretical basis,instead,the personnel scheduling and normalization of relevant management system have also be incorporated and proposed.
