Study On The Framework And Content Of Community Action Planning In The Sight Of Micro-Regeneration

At present,the construction of big cities in China has comprehensively stepped into the stock optimization stage from incremental expansion,and the topic of urban planning has gradually shifted from “grand narratives” into to “daily life”.MicroRegeneration is gaining increasing attention as an important means of tapping into stock space and improving the living environment.However,traditional community planning relies heavily on administrative power.A misalignment between the subjects of planning and use has led to a series of problems such as a disconnection between planning and practice,superficial public participation,ineffective implementation,and increased conflict of interest among multiple subjects.Thus,the exploration of sustainable working pattern for community action planning has become an important issue with important theoretical and practical significance.In this context,this article studies the theory and practice on community planning.First,the theories related to community planning,community governance and public participation are sorted out.Then,three types of community planning patterns in China are summarized and analyzed.Next,the characteristics and bottlenecks of past community planning are discussed.Finally,the current situation and development of community action planning research abroad is studied based on the Web of Science database.This study argues that in the context of stock micro-regeneration,the traditional community planning pattern of "from knowledge to action",although once improved the planning efficiency and economic benefits,often has an unsustainable planning result due to its distance from the nature of the spatial use subject.Therefore,this article proposes the "from consensus to action" pattern of community action planning and believes that a consensus among multiple subjects is necessary as a basis for planning promotion,program design and decision implementation.Then it elaborates on four aspects of community action planning: planning objectives,planning scope,planning subjects and planning principles.Focusing on the issue of "how to reach consensus in planning",this paper explores the content of community action planning.Specifically,by building a community co-governance platform,it provides a channel for participation and fair dialogue among multiple subjects.The next step is to judge the basis of community action through the investigation of community social capital;Then the methods and steps of reaching consensus in community action are designed,proposing that the process of community participation can be divided into three stages:the research stage based on the community-wide participation,the design stage based on the community-wide consensus,and the implementation stage based on the community-wide co-governance.Finally,a prioritization of action items is proposed.In the end,the article further implemented the concept of community action planning through the practice of land and water community.
