| With the continuous development of domestic economy and urbanization,a large number of people gather in cities,resulting in the current situation of urban traffic congestion.Urban traffic congestion has become an urgent problem to be solved.Public transport system is the first choice to solve urban traffic congestion.As the infrastructure of urban public transport system,the first and last station of urban public transport system needs to be constructed in advance.In the new era,the first and last station of urban bus has developed into a traffic complex integrating traffic functions,community functions and commercial functions based on the first and last station of urban bus,which brings huge investment problems.PPP model introduced social capital investors to join the construction of urban public service infrastructure,which greatly alleviated the financial pressure on the government.However,due to the particularity of PPP mode,the construction process is full of challenges from various risk factors,especially in the construction stage,where the required funds for project promotion is the largest and the project membership relationship is the most complex,which makes it one of the most challenging stages for risk management.In order to do a good job of risk management in the construction stage of PPP project at the first and last stops of urban bus,this thsis mainly does the following three things:(1)The author interviewed 39 PPP project managers or experts and scholars,and obtained the voice interview data of risk influencing factors in the construction stage of PPP project at the first and last stops of urban bus.Through the grounded theory analysis,the risk influencing factors of urban bus station PPP project in the construction stage are obtained.The risk influencing factor model of PPP project at the first and last station of urban bus construction stage is constructed.(2)Through the application of AHP,the author obtained the importance ranking of risk influencing factors in the construction stage of PPP project at the first and last stops of urban bus.Firstly,several experts were invited to compare the importance of risk influencing factors in the construction stage of PPP project at the first and last stops of urban bus.Then,the weight of the influencing factors in the criterion layer and the indicator layer was obtained by constructing the judgment matrix and calculating.Finally,the risk evaluation system was constructed by ranking the risk influencing factors.(3)Through the fuzzy comprehensive evaluation method combined with a practical case,the author evaluates the risk management in the construction stage of the first and last station of a bus,and finally draws the conclusion that the risk management is qualified,but there are still large risks.Finally,some effective risk coping strategies are put forward. |
