Abstract/Summary:
With the rapid development of our country’s economy, the stock of various types of motor vehicles continues to rise, and a large amount of polluting exhaust gas is emitted during the use process, which aggravates air pollution.Premier Li Keqiang emphasized that "smog has become a major livelihood issue." The development of the electric vehicle industry has become an important means to alleviate exhaust pollution and improve the quality of the atmospheric environment. After more than ten years of development,China’s new energy electric vehicle industry has begun to take shape, and its market share has increased year by year.Among them, the scale of the electric bus industry is also growing.By the end of 2020,the number of electric buses in the country reached 460,000,accounting for 66% of the total number of buses. The operation of electric buses is inseparable from the construction of supporting facilities such as charging stations. However, bus charging stations have large investment scale, long capital recovery period, and immature industrial system,so there are certain investment risks. At the same time, due to its own particularity, the electric bus charging station will not only bring losses to investors, but also have a great impact on the daily travel of the public, whether it is during construction or operation. Therefore,it is necessary to carry out risk management for electric bus charging station projects. This thesis firstly organizes a large number of relevant references, sorts out the current status of research on charging station project risk management at home and abroad, and deeply understands the commonly used research methods in each stage of charging station project risk research, which lays a theoretical foundation for this thesis to study the risk management of electric bus charging stations in S city;Secondly, based on the current situation of electric bus charging stations in S city, analyze, including project distribution, project scale, development prospects, etc.,to have a preliminary understanding of the project as a whole. Then, through the brainstorming method, the project risk of the electric bus charging station in S city was identified, and 5 first-level and 20 second-level risk indicators were obtained, and the project risk evaluation index system was established. In order to ensure the accuracy and rationality of the risk assessment of the charging station project.Firstly, the importance of risk indicators at all levels is compared and assigned one-to-one by using the AHP method, and finally the comprehensive weight of each indicator is determined, and the comprehensive ranking is carried out.Combined with fuzzy comprehensive evaluation method, the fuzzy comprehensive evaluation value of charging station project risk is calculated, and the project risk level is determined according to the standard of evaluation value division. Finally,it is concluded that the project risk of electric bus charging station in S city is medium risk, indicating that the overall risk of the project is controllable, can invest in the project.By calculating the fuzzy comprehensive evaluation value of the first-level risk index of the project, and sorting it from high to low,the result is consistent with the weighting of the first-level index obtained by the AHP,which verifies the rationality and accuracy of the content of the AHP.Finally, based on the results of risk identification and risk evaluation, combined with the actual situation of the electric bus charging station in S city, the countermeasures for the key risk indicators of the project are put forward to reduce the possibility of project risks, reduce the losses caused by risks, and ensure the investment income of investors. At the same time,it can also provide reference for the risk management of public transport charging station projects in other cities in our country.
