The Study On The Long Term Mechanism Of Government Supervision In The Process Of Power System Reform

The new round of electric power system reform has been carried out for many years,the electric power market has been basically established,and electricity is finally circulating in the market as a special commodity.The first province to reform its power system was Lvliang Province,which is also a pilot province for comprehensive reform of the Energy Revolution,and which is a typical resource-intensive city,with many coal companies,many coal-fired power units and many power grid companies,Lvliang is committed to exploring new ways to transform its economy and is using electricity reform as a catalyst to achieve its goals.In practice,however,there are still many problems in Lvliang’s regulation of the power sector,which need to be gradually improved through in-depth research.In order to provide electricity security for local governments,we should not only take local characteristics and industry characteristics as the premise,but also attach importance to the strength and efficiency of the regulatory mechanism,and ensure that the regulatory and guiding role of the government can be brought into play,we should also effectively promote power reform to benefit other industries in the city,so that the region’s resource advantages into development advantages.This paper aims to carry out an in-depth study on the reform of government supervision in the electric power industry.As the key task of the government,the process of the reform of electric power supervision is characterized by complexity,in terms of systematization and Operability.In order to promote Lvliang’s economic development and give full play to the role of the regulatory authorities of the power sector,we must first start from within the power sector,regulate the healthy development of the power sector,and with a view to improving people’s living standards and quality of life.At the same time,the government and the market should be regulated by the legal framework,the target mode of building socialism with Chinese characteristics should be realized by all parties,the system advantages should be brought into full play,and the supervision efficiency of the market should be improved.Based on the theory of government regulation,this paper takes the electricity industry in Lvliang,a typical resource-intensive city,as an object of study under the background of the current power system reform,on the basis of summing up the current development and regulation of Lvliang’s power industry,using the methods of literature review and investigation,through multi-dimensional analysis,it is found that there are some problems in the electric power supervision,such as the incomplete supervision function,the unclear function scope of the supervision department,the supervision offside and so on,to explore the causes of the problem from an in-depth perspective as an effective way to build a long-term regulatory regime for Lvliang’s power sector,and to propose specific measures from both the current and long-term perspectives,with a view to ensuring the timeliness,comprehensiveness and rationality of the long-term mechanism,and providing practical suggestions for further promoting the sound development of the entire industry and society,for other public goods and services with the nature of the relevant areas to provide a typical case.
