Research On Government Regulation Of Power Market Under The Background Of Power System Reform

Electric power is an important public commodity,and the electric power industry has a natural monopoly attribute.With the deepening of the reform of China’s electric power system,the power supply,transmission,sales and other links are separated,the power supply,sale and distribution links are gradually introduced into the market competition,which weakens the monopoly attributes of power enterprises,gradually perfects the market to form a power price mechanism,truly reflects the production and supply costs,and forces enterprises to optimize the allocation of resources and improve the service level.Especially after the dual-carbon goal was proposed this year,it requires that the market-oriented reform of electric power be further promoted,the energy structure be optimized,and the clean low-carbon energy system be gradually realized.This also poses a new challenge for the government to regulate the power market.Therefore,under the background of the power market reform,it is of great significance to apply public management system to study the actual situation of government regulation to optimize the power market,promote power reform and accelerate the realization of the dual-carbon goal.Based on the specific research content,this paper consults and collates the relevant research background,significance and data,and elaborates the concepts of government regulation,power system reform and the applied theory of Holistic Governance and multi-center governance.Secondly,the paper takes X Province as an example to analyze the current situation of government supervision of power market under the background of power system reform,mainly including the history of China’s power reform,the current situation of X province’s power reform and the current situation of X province’s power market government supervision.Thirdly,the problems and causes of the government supervision of X province’s power market are analyzed.This part summarizes the four main problems of the government supervision of X province’s power market,including the ineffective power supervision,the high difficulty of cooperation and coordination among departments,the low degree of marketization in the power industry,and the decentralization of power supervision authorities through questionnaires and interviews.The causes of the problems are analyzed in depth.Finally,by comparing and learning from the advanced experience and Enlightenment of the government regulation of the power market in the United States,Japan and Germany,this paper puts forward four major government measures to improve the regulation of the power market under the background of the reform of the power system in X Province,including defining the specific functions and responsibilities of the regulation of the power market,strengthening the cooperation among the supervision departments,building a fair and orderly power market system,and strengthening the institutionalization of the regulation of the power market.Provide reference for X province power market government regulation.
