A Proposal Measure For The Reform Of Guangxi Coach Transport Management In Public Serviced-oriented Government

Guangxi's road transport has developed for several decades.It has gone through its vigorous period and is currently depressed and confused in its valley.In the past decades,thanks to Guangxi's geographical advantage,nearing sea,boarding southwest Asia countries and the Pearl River Delta,and connecting to China 's southwest,the need to Guangxi's coach services was high.However,now suffering serious hits by local and national well-rounded high-speed rail network,the increase of the number of scheduled flights as well as the strong discount promotion in flights,the coach business is encountering a bad time with the demand drops steeply,profits decrease and its hard production.Plus its out-dated management policy developed by Guangxi' transport management bureau,more shortages of the management are exposed.The future of this industry is hard to guarantee.By analyzing the characters and problems in Guangxi coach transport,and investigating Guangxi's coach transport management,this paper proposes a measure which is significant to a continuous and stable development in coach transport.Based on the serviced-oriented government theory and the relationship between Chinese government and the market under the theory of socialism with Chinese characteristics,this paper analyzes current Guangxi government coach transport management style,its problems reasons,and discusses its bad influence on coach enterprises and the industry with literature analysis,interview,and comparative analysis,then promotes a reform advice later.The proposal sets out to make a proposal reform to the administrative approval system and supervision by identifying the necessity and possibility of coach transport reform under the background of a comprehensively deepening reform nationwide.It comes to a conclusion that Guangxi coach transport enables to improve the situation via reform.By conducting this proposal,the management bureau is expected to set up a conscious of public serviced-oriented government,and change its management style that makes the coach market open and gives enterprises enough decision-making powers.In consequence,the management enables to adapt to today's market economy rules well,develop and power the coach transport industry,and reach to the demand of the comprehensively deepening reform nationwide.
