| As the economy continues to develop,China’s railway construction walks on the fast lane.The railway transport operation has become a major strategic matter related to the national economy and people’s livelihood.Therefore,how to ensure the safety and stability of the environment along the railway during the whole process of railway construction,development,operation and maintenance has also become a key issue."Fengqiao Experience" is the experience of ensuring social harmony and stability by extensively mobilizing multiple governance subjects to participate in the governance in the process of social governance.Over the years,"Fengqiao Experience" has evolved in practice,and has been widely used in many fields,which provides the basis and model for improving the effectiveness safety environment governance along the railway.This paper takes the theory of collaborative governance as the main basis and summarizes as the theoretical analysis framework,through the study and analysis of the theory.The four elements of analysis are value concept construction among multiple subjects,system design and implementation,behavior selection and ability cultivation of governance subjects,and technical condition support.Correspondingly,the four basic conditions make the theory of collaborative governance applicable in the study of the application of the governance of the safety environment along the railway.Through interviews and case collection,this paper summarizes the current situation of Yanbian Prefecture implementing the "Fengqiao Experience" in railway safety environmental governance from two aspects of governance subjects and governance methods,and reviews the operation methods and achievements.On this basis,it is concluded that there are four problems in practicing the "Fengqiao Experience" in the management of the safety environment along the railway.First,the governance subject lacks the willingness to participate.Second,the design and operation of the system is inadequate.Third,the governance behavior is not professional.Fourth,the proportion of technical force input is unbalanced.It is also analysed four reasons for the problems.The first is the unclear subject of special management.The second is the binding force,professionalism and synergy gap.The third is the weakness of cultivation link.The fourth is the high cost threshold of technical prevention means.This paper give countermeasures and suggestions on the application of the" Fengqiao Experience" along the railway from four aspects:launching subject,strengthening system,behavior selection and technical support.Achieving comprehensive mobilization of multiple subjects by broadening channels of participation,building a common vision and linking communication bridges.Strengthen the system guarantee by infusing Fengqiao concept,perfecting system mechanism and insisting on mass supervision.To promote the positive choice of the subject behavior by building the party platform,increasing the intensity of training and strict team management.Complement the technical shortcomings by adhering to the "four defense simultaneously".Finally,the paper gives a conclusion and puts forward some ideas on the practice of"Fengqiao Experience" to accumulate advanced experience and expand practical results... |
