| China’s civil aviation industry has developed fast in recent years,and the construction of airline safety management system has been improved greatly.Safety performance management has played an increasingly important role for airlines to implement safety operation and development.Safety performance evaluation is a key part of the management,including the process and results of evaluation of airlines’ safety management.All airlines have practiced various safety performance assessment standards and methods,and have gained a lot of successful experiences.However,some difficulties are also found hardly to be avoided.Traditional simple safety performance assessment standards and methods are far from being able to adapt to current developments,and fail to assess the company’s safety performance scientifically and effectively.Therefore,it is necessary to study a scientific and effective safety performance evaluation system to improve the safety performance management and ensure the safe operation of airlines.The author has constructed an optimized safety performance evaluation system which fits airlines,by researching on theories relevant of performance evaluation,and considering operation features and safety management system of airlines.The thesis is based on OKR method to make safety performance evaluation standards and methods.Through a series of calculations,safety performance of airlines and related departments is assessed to see if safety performance management meets expected value of safety management system SMS.Improvement suggestions on actual safety management levels are given after safety management defects are found,to guarantee the efficiency and practicality of safety performance evaluation system.The thesis has given improving direction and methods based on practice of the system in an airline. |
