Research On The Management Of Navigation Guarantee Of The Bohai Sea Based On The Collaborative Management

In recent years,China’s marine development strategy has been rapidly upgraded.In particular,with the coordinated development of Beijing,Tianjin and Hebei,the strategy of military and civilian integration,and the rapid maturity of the Beidou navigation satellite technology,the economic position of the marine economy in the people has been greatly improved.As an important measure to maintain the marine economy,the importance of maritime security has become increasingly prominent.The geographical position of the Bohai Rim is very important,and it is an important trade channel in the north of China.It is of great economic and social significance to do a good job in maritime security work around the Bohai Sea.However,in practice,the traditional management mode of maritime security in the Bohai Rim region is increasingly difficult to meet the objective needs.The traditional maritime security mode is dominated by a single main body and appears in the role of a manager.It adopts more ex post facto disposal methods.The collaboration with other maritime security participants lacks institutional and institutional guarantee.The flow and sharing of talents,funds,technology and information between different jurisdictions are hindered,which is obviously not conducive to the efficient management of maritime security.Therefore,it is necessary to study the collaborative management of navigation support to promote the efficiency of collaborative management.Based on the perspective of collaborative public management,this paper introduces the basic concepts of maritime security,analyses the necessity and feasibility of collaborative management of maritime security,and then analyses the current mode of maritime security around Bohai Sea,focusing on two typical cases,sums up the emergence of maritime security around Bohai Sea.The problems of collaborative management of maritime security in maritime area include lagging concepts of collaborative management,single subject of collaboration,lagging mechanism of collaborative system and lack of collaborative technical means.The causes of these problems are analyzed,and the results are summarized as follows:biases in understanding,lack of trust among maritime security departments,and the existence of interests and rights of departments.The reasons include barriers,single supervision mode and imperfect participation mechanism.In view of the problems and reasons summarized and analyzed,this paper draws lessons from the practical experience of navigation support in advanced areas at home and abroad,and on this basis,attempts to put forward countermeasures and suggestions for optimizing the cooperative management of navigation support in the region around Bohai Sea,including defining the main objectives of cooperative management,defining the basic principles of cooperative management and optimizing cooperative management.Basic concepts,optimizing the multi-participation system of collaborative management,optimizing the institutional mechanism of collaborative management,optimizing the technical level of collaborative management and other measures.This thesis is divided into six chapters,the first chapter is introduction,the second chapter is literature and theoretical basis,the third chapter is the current situation of navigation support around Bohai Sea,the fourth chapter is the problems and causes of cooperation management of navigation support around Bohai Sea,the fifth chapter is the practice of cooperation management of navigation support at home and abroad,and the sixth chapter is the optimization of navigation support around Bohai Sea.The seventh chapter is conclusion and prospect.
