Abstract/Summary:
In today’s world where the trend of globalization is becoming more and more obvious,the serious impact of the Public Sanitation Crisis caused by SARS and COVID-19 is not just limited to the area where the incident occurred,which endangers the health and life safety of the general public,its impacts go far beyond the medical and health field,and has a major impact on the development of the national economy,national security and social harmony.The occurrence of SARS and COVID-19 has exposed the long-standing shortcomings of disease control system of China,and it is urgent to strengthen the construction of the disease prevention and control system.The reconstruction and expansion project of the Centers for Disease Control and Prevention(short for CDC)has the characteristics of general engineering construction projects,government investment projects,reconstruction and expansion projects,as well as special technical and professional use of medical buildings,effects the construction has a great social impact.At present,there are few researches on the risk management of CDC construction projects in China,and most of them are managed based on experience,and the management effect is not satisfactory.In view of the above reasons,this thesis takes the reconstruction and expansion project of the CDC in P County as a case from the perspective of the owner,the brainstorming method was used to identify the 33 preliminary risk factors in the project,and the risk matrix analysis theory was used to design a questionnaire.According to the ranking of the influence degree of each risk factor,18 kinds of risks that have great influence on the project were screened out.The 18 kinds risk factors are classified into 5types of first-level risks and 18 types of second-level risks according to the source of the risk,which builds a risk evaluation index system,and obtain the relative weight of each risk factor by using analytic hierarchy process to carry out riskassessment.According to Pareto’s Law,the key risks of the project were identified as design failure risk,environmental pollution risk,financial management risk,demand analysis risk and public opinion risk,and the key risk factors were analyzed retroactively.In response to the risk assessment results,propose principles for project risk response,taking into account the project reality.Based on the causes of critical risk factors,propose countermeasures for each critical risk.Finally,four safeguards are proposed to improve the project management organization,strengthen the project risk management awareness,enhance the risk management communication and coordination mechanism,and establish the project risk monitoring system for the risk management of the reconstruction and expansion project of the CDC in P County.The research on the risk management of the reconstruction and expansion project of the CDC in P County has a certain guiding role for the project risk management of the reconstruction and expansion project of the CDC in P County,and hopes to provide some help to the risk management of similar projects.
