Study On Risk Management Of A Shanty Town Reconstruction Project In JM Village

Shantytown reconstruction is a unique social phenomenon in the process of urbanization in China.It is an important measure for the government to carry out the renovation of dilapidated houses and an important part of urban development.It can improve the living quality and conditions of the original shantytown residents and promote the development of urbanization in China.At the current stage,China’s shantytown reconstruction mainly adopts the principle of "government-led and market-operated"."government-led" provides certain support to enterprises in tax and policy aspects,and "market-operated" is conducive to better realizing the commercialization of housing and promoting the development of the real estate industry。Shantytown reconstruction is a complex multi-dimensional systematic project,involving urban planning,resettlement compensation,resettlement construction,resettlement,follow-up housing sales and other links,lasting a long time,large investment,involved in many parties.In recent years,shantytown reconstruction is faced with many risks,such as the difficulty of village expropriation and relocation,the difficulty of financing for investment enterprises,and the change of expropriation and relocation policies.If the risk identification,risk assessment and risk prevention are not well carried out in the early stage,it may cause risks and losses to the reconstruction project.In order to better avoid risks and reduce negative impacts,it is very important to study the risk management of shantytown reconstruction.In this paper,by using the theory of risk management,combining with the current shantytown renovation project development trend,a village in JM shantytown renovation project conducted in-depth research,mainly divided into four stages,one is by looking for literature,the shantytowns transform risk management research results at home and abroad were reviewed and the comb induction,to provide reference in this paper,we study;Second,it analyzes the relevant theories and concepts of risk,risk management and shantytown reconstruction,and provides a theoretical basis for the empirical data in the following paper.Thirdly,this paper introduces the basic situation of a shanty town reconstruction project in JM village from the aspects of the original village site,resettlement area,reconstruction organization and operation.Data analysis of risk factorswas carried out by means of questionnaire.Using the flow chart method to identify the risks in the construction planning,design,demolition stage,construction stage,relocation stage and sales stage of the project,the project involves 6 major risks and 18 index risks,including natural risks,social stability risks,economic risks,technical risks,management risks and policy risks.The fourth is to use Delphi method,fuzzy comprehensive evaluation method and analytic hierarchy process to construct a risk assessment system,calculate the weight of each risk factor,and conclude that the weight of economic risk influence is large,should focus on prevention;Fourth,the risk identification and risk assessment conclusions in the early stage are integrated.After in-depth analysis,the risk response methods are studied,and effective prevention and response measures are formulated for the six major risk factors,so as to ensure the successful completion of the project objectives.
