Recently,the global economy has been growing slowing,so as China’s economic growth,the problem of economic structure has become prominent,and the real economy has been facing downward pressure.Since 2008,the international ship industry has been adjusted deeply.Although it has recovered gradually in the recent years,the ship industry still faces grim situations.In order to maintain market vitality and improve competitiveness,enterprises must effectively integrate internal and external resources,carefully organize strategies,innovate,transform,increase the efficiency of resource allocation,and enhance the value-added services of supply chain.In order to achieve the above goals,enterprises must build a high-quality team,conduct comprehensive and effective performance management to help to stimulate endogenous power,achieve a sustainable,stable and high-quality development.Performance management helps enterprises to re-examine their core competitiveness,decompose the strategic objectives to each department and each position,optimize the process,and increase both employees’ performance and organizational performance simultaneously,so as to achieve the enterprises’ objectives and improve the competitiveness.By researching an actual case,this paper studies the current performance management system of C Company,a small to medium-sized state-owned enterprise,and designs the optimization of performance management system.Based on the investigation and research,this paper sums up the problems existing in the current performance management of C Company,such as "the performance objectives are not clear,the performance plan setting is not reasonable,the performance evaluation cannot truly reflect the work situation,the performance communication is not sufficient and timely,the application of performance results is narrow,and the employees generally have incorrect understanding of performance management".In order to solve the problem from the beginning of strategic objectives,by comparing various performance management tools,the balanced scorecard is selected to build a performance management improvement plan for C Company.By using the SWOT analysis of the main business and core competitiveness,this paper draws the strategic map of C Company,analyze the core functions of each department,update the job description,and finally set the balanced scorecard of company level,department level and personal level,define the indicators and weights.Based on the principles of closed-loop,practicality and communication,this paper optimizes every aspect of performance management,elaborates the implementation process and precautions.The implementation of enterprise performance management needs the guarantee of system and enterprise culture.The process of performance management must be carried out circularly and sustainably,and finally achieve the goal of common development for both organization and employees.The optimization system will help C Company to improve performance,increase the vitalities both of the employees’ and the organization’s,bring about the sustainable development of enterprise.At the same time,this paper also hopes to provide reference for the similar enterprises.
