| In order to improve the quality guarantee mechanism of housing projects,improve the level of housing quality,and protect the legitimate rights and interests of housing owners,China has implemented the Inhereht Defects Insurance(IDI)of housing project in several provinces and cities.The core of IDI is that the insurance company employs a project quality risk management agency(TIS agency)to manage and control the risk of inherent quality defects in the whole process of housing projects.However,due to the lack of specialized TIS agency at the early stage of the development of IDI in China,various systems and regulations have not been established,and there are great uncertainties in the risk control process and effect of inherent quality defects,which has also become a key technical barrier to the implementation of IDI.Therefore,in order to comprehensively understand and master the risk situation of inherent quality defects of housing projects and carry out effective management and control,promote the development of TIS agency risk management and IDI,the risk management and control of inherent quality defects of housing projects under IDI are studied.Based on the definition and analysis of the three concepts of inherent quality defects risks of housing projects,IDI and TIS agency,the theoretical basis of risk management theory,grounded theory,matter-element extension theory,and principal-agent theory are elaborated,providing theoretical support for the follow-up research.A comparative analysis of the engineering quality insurance models in France,Spain and Japan is carried out.Based on the current status of IDI development in various provinces and cities in China,the problems existing in the development of IDI in China are analyzed from three aspects:legal system,market environment and engineering insurance technology,then the importance of risk management and control of inherent quality defects in housing projects in the development of IDI is put forward.In this paper,literature research method and expert interview method are used to initially identify the risk factors of inherent quality defects in housing projects,and the grounded theory is selected for coding analysis.59 initial concepts of risk factors are identified by coding,24 initial categories and 7 main categories are extracted gradually,and a theoretical system of risk indicators is constructed layer by layer.Then,the matter-element extension evaluation method is used to construct a risk evaluation model,taking the probability of risk occurrence,the degree of loss and the difficulty of control as the risk feature set,and the network analytic hierarchy process(ANP)and expert scoring method are used to determine the weight of the risk index and the risk feature value.The quantitative risk evaluation of a relocation resettlement housing project in Minhang District of Shanghai is carried out by using the above evaluation model,and the level of each risk factor is determined.Finally,based on the principal-agent theory,the risk control model of inherent quality defects in housing peojects with TIS agency as the core under IDI is proposed.Following the idea of closed-loop risk management and control of pre-event risk control,mid-event risk monitoring,post-event risk tracking feedback,the process and content of risk control of TIS agency are expounded,then the project risk management and control situation in the case is analyzed and suggestions for improvement are proposed. |
