The development of China’s construction industry has become a key link in the national economy,but at present,China’s construction project quality control system is not yet mature.In 2002,China introduced engineering quality insurance to ensure construction quality,but there is still a significant gap compared to developed countries.The main manifestation is that the overall development of the industry mainly focuses on the development of quantity,while neglecting the accumulation of quality.When determining a scientific and reasonable construction engineering quality insurance rate,there is a lack of corresponding empirical data support.Therefore,there is an urgent need to carry out research on the calculation model of construction project insurance rates in order to promote the development of construction project insurance.This article mainly carries out the following specific work:(1)From theoretical analysis,it can be concluded that the pure premium rate for potential defects insurance in construction engineering quality should be the same as the average risk loss rate for many years of this type of engineering.Hence,the pure premium rate was closely related to the construction quality of the engineering.Furthermore,by studying literature and relevant technical standards and specifications for design,construction,and acceptance of construction projects,a preliminary analysis of potential quality risk factors in construction projects was conducted.Then,through expert correction,an indicator system for potential defect risk factors in construction project quality was established.(2)Based on the survey results of the questionnaire,this paper carries out a grade evaluation on the probability that the risk factors of potential defects of construction engineering quality may occur and the potential losses caused by them,and makes a quantitative analysis on them,which provides data support for determining the net rate of insurance of potential defects of construction engineering quality.Experts use subjective experience to determine the weight of risk indicators,and use fuzzy confidence evaluation and variable weight method to determine the comprehensive weight of risk.(3)Based on research at home and abroad,the French basic premium rate was used as the basic interest rate for insurance,and the pure premium rate calculation of potential defects insurance for construction engineering quality was achieved using the insurance premium rate determination idea of subsection determination,comprehensive summary,and the expected utility theory.Finally,taking an actual project as an example,the calculation model of the insurance premium rate for potential defects in construction engineering quality in this paper was applied.Under the condition of understanding the basic information about the project,the pure insurance premium rate of the project was obtained through calculation,and the calculation results were analyzed,verifying the operability of the rate calculation model.
