Research On Quality Evaluation Of Building Engineering Based On Inherent Defects Insurance

At present,China is undergoing the largest capital construction in history and at the same time in the world.At the same time,the quality issues of construction projects is very serious,which has a negative impact on people’s lives and property safety,and has caused a huge waste of limited social resources.In response to this situation,the state and relevant departments of various provinces and cities have successively issued guidelines and related supporting measures for engineering inherent defects insurance work,and many places have launched pilot projects.According to relevant literature,it has been found that the inherent defects insurance system has developed earlier in developed countries such as the West,and has a lot of practical work and accumulated rich experience.However,due to the late start of the inherent defects insurance system in China,the pilot work has just begun,and there is very little practical work research.Therefore,this paper firstly complements the framework of China’s engineering inherent defects insurance system by studying the current pilot project of inherent defects insurance for construction projects,and provides reference guidance for the development of construction inherent defects insurance work.This article first analyzes the applicable objects,insurance years,relevant institutions,and insurance rates of different construction project inherent defects insurance models at home and abroad,and analyzes the characteristics of different construction project inherent defects insurance frameworks.On this basis,the article analyzes and compare the urban conditions of domestic pilot projects.Based on the results of the questionnaire survey,the article points out that the pilot system in China currently has problems,such as incomplete insurance systems,uneven development in different regions,a single type of insurance project,fully floating fees,immature market development,etc.Then the article puts forward corresponding measures for the future work,such as establishing relevant supporting systems,improving the insurance system,broadening the types of application projects,and diversifying the development of insurance models.In addition,based on the results of the questionnaire survey,this article from the perspective of the technical inspection service,according to the project content involved in different stages of the entire life cycle of the construction project,combined with industry norms and standards,the insurance content of construction project inherent defects insurance,and the work of technical inspection service,select quality evaluation indicators,establish an evaluation index system,and form a hierarchical structure.Then,by using expert scoring method and AHP(analytic hierarchy process),and using SPSSAU software to analyze the data,the relative weights of the indicators at all levels are determined,and the final comprehensive weights are calculated.Finally,a quality evaluation system based on construction project inherent defects insurance is formed.Finally,an empirical analysis of the quality evaluation system is carried out through a case,and a comprehensive quality evaluation is carried out by using the COWWA operator,which provides a reference for the next step of the inherent defects insurance in construction quality.
