| At present,the quality of China’s construction projects is very serious,especially in the field of residential engineering is repeatedly prohibited,engineering quality problems occur frequently,resulting in numerous disputes,from the fundamental solution to the quality of residential engineering problems is imminent.In response to such problems,China has tried to introduce inherent defects insurance in recent years to improve the overall level of residential engineering quality in China and protect the legitimate rights and interests of residents.Inherent defects insurance has a more complete system in foreign countries,but China’s inherent defects insurance system is not perfect.Therefore,our government attaches great importance to the development of this insurance in China,sets up several pilot areas,and has issued several documents to speed up the process of promoting inherent defects insurance.However,the problems of high rate setting and non-differentiation of rates in the pilot process of China’s inherent defects insurance have hindered its further implementation.Therefore,it is important to set a scientific and reasonable insurance rate for potential defects of residential engineering quality in order to regulate the market and improve the engineering quality guarantee mechanism.This paper firstly introduces the concepts and characteristics related to inherent defects insurance of residential,sorts out the differences between different types of engineering quality insurance,and conducts a comparative study on the modes of inherent defects insurance and the development status at home and abroad to understand the different characteristics of each mode,introduces the composition,determination principles and methods of insurance rates,and provides basic support for the identification of factors influencing the rates of inherent defects insurance of residential.This paper provides basic support for the identification of factors affecting the rate of inherent defects insurance of residential.Then,this paper analyzes and screens the factors influencing the rate of inherent defects insurance of residential,identifies the factors influencing the rate of inherent defects insurance of residential from three aspects,namely,project features,credit of the participants,management and quality of work,and constructs a system including project type,natural environment,credit of construction unit,credit of construction unit,credit of survey and design unit,credit of supervision unit,credit of construction unit,and credit of construction unit.The index system of pure rate influencing factors of inherent defects insurance of residential is constructed with 8 main indicators including project type,natural environment,credit of construction unit,credit of construction unit,credit of survey and design unit,credit of supervision unit,quality of construction body,on-site work and personnel management.Secondly,this paper adopts the calculation method of "fixed+floating" to build a model for determining the rate of inherent defects insurance of residential.In this model,we use the combination of subjective and objective method and interactive coupling utility to obtain the weights of influencing factors at all levels,combine with China’s existing engineering quality specifications,engineering acceptance standards,enterprise credit evaluation standards,etc.to formulate the scoring rules for credit evaluation of participants and management and work quality evaluation,and use dynamic comprehensive model to make dynamic scientific calculation of participants’ credit,and then use gray theory and other comprehensive operations to get pure rate Adjustment coefficient.Finally,this paper applies the constructed rate determination model for inherent defects insurance of residential through actual project cases to verify its reasonableness and feasibility.The rate determination model of inherent defects insurance of residential established in this paper takes into account the credit level of the participants and the quality of management and work,combines with the characteristics of inherent defects insurance of residential,and formulates the detailed scoring criteria for the factors affecting the rate,such as credit level of the participants and the quality of management and work,which provides a new framework and new ideas for establishing a scientific and reasonable rate determination model of inherent defects insurance of residential suitable for China’s national conditions,and helps the implementation and development of inherent defects insurance in China. |
