Study On Supervision Mode Of Government Quality And Safety In Guangzhou Construction Engineering

Accompanying the development and progress of China's economy,the construction projects have developed significantly in terms of both the quantity and technology level.While there are indeed some achievements made by the governmental supervision body for quality and safety in regard to safeguarding the quality and safety of construction projects and such a body is still playing important roles in certain areas,with the increased quantity and intensified difficulties emerged in this industry,plus the uneven supervision force in various locations,it is in reality,facing huge challenges.Many innovations have been hammered out in all the places to overcome the challenges,among which are some creative works done by Guangzhou City to this end,leading the entire nation,while at the same time,revealing certain shortcomings.This paper takes the Guangzhou practice as the example in studying the supervision mode of the quality and safety of construction projects and by analysing its features and traits,taking into account of the advanced practices of both foreign countries and other Chinese areas,thus to provide reform proposals to Guangzhou municipal government for upgrading supervision mode of quality and safety in construction projects.How to solve the quality and safety problems in construction projects is the key to the reform of supervision mode.While presenting suggestions and reference to the governmental reform in this regard throughout China,taking Guangzhou as the example serves as the goal of this paper.This research is divided in the following parts:(1)the author wishes to give a general introduction to the setting of this paper,its significance,progresses of existing studies both home and abroad,study subjects,contents,methods and the like.There are relatively less documents available in this regard,which explains the reason why this paper employs its studying methods like Archival Research,Comparison Analysis,Investigation & Statistical method and Interviews to provide an overall research and analysis of the governmental supervision mode adopted for the quality and safety of Guangzhou's construction projects.(2)Theoretical explanation of the governmental supervision mode in quality and safety of construction projects.First,the paper provides a definition for the governmental supervision and its mode relating to the quality and safety of construction projects thus to have a comprehension of Quality Safety Behaviour,Responsibility Subject Behaviour of Construction Quality and Safety,and The Governmental Supervisory Behaviour of Construction Projects regarding the Quality and Safety;Secondly,the paper gives a detailed introduction to the Principal & Agent Theory and the Game Theory that are related to this paper's theme,ensuing the inference to some rules and in the end,the paper ascertains the role that the government plays in the supervision of the quality and safety of construction projects as well as its relations with all the other parties.(3)Practical survey of Guangzhou's governmental supervision mode in quality and safety of construction projects.By studying the quality and safety situation and accidents depiction,and by means of questionnaires and interviews,this paper looks into the outlook,characteristics,tendency and reasons of the problems existing in Guangzhou's construction projects.(4)Various modes and their applications of the governmental supervision in quality and safety of construction projects both home and abroad.By giving detailed introduction of the governmental supervision practices in quality and safety of construction projects in 3 typical foreign countries and 2 domestic cities,this paper works out the good lessons applicable to us.(5): Suggestions of how to improve Guangzhou's governmental supervision mode in quality and safety of construction projects.In this chapter,the paper lays out a general guideline for how to improve and update Guangzhou's governmental supervision mode in quality and safety of construction projects,detailing in six aspects including advancing law and regulation systems,reforming supervision system,building a credit system,applying innovation in supervision mode,integrating quality and safety,adopting third-party services and implementing bi-random inspection and enforcement.(6)In the last,the paper comes to a conclusion and points out the shortcomings in the existing governmental supervision mode in quality and safety of construction projects,There are few cities in China to carry out such reforms,thus it proposes an optimization direction for future steps.
