Research On Comprehensive Evaluation Of Power Grid Based On SEM From The Perspective Of "New Round Of Electric Power System Reform"

At the Third Plenary Session of the 18 th Central Committee held in November2013,the reform principle of “Making the Market Play a Decisive Role in Resource Allocation and Better Playing the Role of The Government” was proposed.In June2014,the sixth meeting of the Central Financial and Economic Leading Group proposed the energy revolution.In March 2015,the State Council issued the "Several Opinions on Further Deepening the Reform of the Power System" and launched a new round of power system reform.The "new round of power system reform" has proposed new directions and constraints for the development of power grid and power grid enterprises.First,while emphasizing traditional security,it has increased the importance of renewable energy consumption.Second,the in-depth implementation of the “new round of power system reform” requires the grid to first meet the needs of power market construction and development,and at the same time improve its operational efficiency.The government’s requirements for “new electricity reform” will affect the traditional planning,security,services,operations,investment and other aspects of power grid enterprises,and transform their development models.Therefore,we need to determine the grid development model and evaluation system standards that adapt to the new environment under the new situation.This paper studies the new policy of power system reform related to macro economy and energy from the perspective of "new round of power system reform".And through the analysis of the government’s "new electricity reform" policy,determine its impact on the development of power grid and power grid enterprises.Based on the structural equation model,the policy-grid correlation model is established.This paper clarifies the impact path of the policy on the grid;and constructs a grid development level evaluation index system that adapts to the “new electricity reform”.It is conducive to the development planning of the power grid and power grid enterprises,grasping the development direction,and identifying development issues,which is conducive to better promoting the establishment of a common discourse system with the government and promoting the effective implementation of the “new electricity reform”.Through the comprehensive evaluation system of power grid constructed in this paper,it is conducive to the assessment of the development level of the power grid and the development of the power grid.
