Research On Prefecture-levd Power Grid Companies Performance Excellence Evaluation System Based On The New Electric Power Supply Reform

At present,the macro economy has entered a new normal economic development has changed from a high-speed growth stage to a high-quality development stage,and the new round of power system reform has entered the "deep water zone".Power grid enterprises are facing unprecedented shocks and challenges,and the grid enterprise management model is urgently needed.Deeply and systematically adjust,tap the management advantages,find management shortcomings,systematically solve the barriers of enterprise development,respond to the impact of internal and external environmental changes,and create a new situation for enterprise and power grid development.Performance excellence model is an internationally accepted evaluation method for improving the overall quality of an enterprise.Provided quality management tools for the transformation and upgrading of power grid enterprises.However,after in-depth research and practical application,it is found that the high performance model only provides a rough evaluation framework,and the application effect in the grid enterprises is very weak.Therefore,it is of great significance to construct a performance excellence evaluation system suitable for prefecture-level power grid enterprises.This paper briefly describes the development process of modern quality management system,including three landmark stages of modern quality management:quality inspection control stage,statistical quality control stage and total quality management stage,introducing the theoretical connotation of performance excellence model.This paper reviews the development history of China's power companies,explains the current situation of China's power companies,analyzes the impact of "new electricity reforms" on power grid enterprises,and introduces measures for power grid enterprises,especially city-level power grid enterprises,to respond to "new power reform".From the countermeasures as the starting point,we will continue to refine and decompose.On the basis of in-depth study of the national standards of high performance,we will integrate the results of the construction of the"five-in-one" coordination mechanism of the State Grid in the previous period,and conduct the "gridization" translation of the evaluation clauses one by one.It is also classified into the list of typical business jobs of the company,forming a high performance process evaluation system;screening important indicators from the mature management system indicators such as peer benchmarking and corporate leaders,forming a high performance result evaluation system,and using the analytic hierarchy process to determine the indicator system.Relevant weights,and finally combined constitute the high performance evaluation system of prefecture-level power grid enterprises under the background of new electricity reform.And this system will be applied in the State Grid Tianjin Binhai Power Supply Company.After the analysis of the results,the system can be compared with the national standards and the state grid standards of performance excellence model introduced by the Binhai power supply.It can mine the management advantages and management shortcomings in a targeted manner,and promote the comprehensive improvement of the overall quality of enterprise management.
