One of the goals of the new round of power system reform is to improve the trading mechanism of the power market,stimulate the trading vitality of the power market,and restore the attributes of power commodity.During the period from 2016 when the National Development and Reform Commission and the National Energy Administration issued the rules about medium-long term electricity trading(interim)to July 2020,many provinces have rich the experience in medium and long term electricity trading.There are more and more kinds of market-oriented transactions,the scale of market transactions continues to expand,and the market efficiency continues to improve.With the development of economy and society,the social demand for electricity is increasing day by day,and the highest power load in many places is also increasing day by day.In case of power supply and demand shortage,some areas need to start orderly power use measures to alleviate the imbalance between power supply and demand.At the same time,there are problems in the power grid side,such as excess capacity of electric power(coal and electricity installation),waste of renewable energy,low overall utilization rate and high pressure of stable operation.In essence,the problem is due to the inconsistency between the peak of power production and the peak of power consumption,and the power price signal is not obvious.Therefore,market organizers need to consider the power grid development planning on the basis of existing power resources,and then use market means to alleviate the supply and demand situation,optimize the operation mode of power resources,and effectively guarantee the power demand.Based on the background of time-segment transactions in power market,this paper combines it with market developmen,and then puts forward two goals of market development:(1)reducing the peak valley gap of power to alleviate the situation of power supply and demand;(2)widening the peak valley price gap of power market to effectively guide peak shaving on generation side and valley filling on user side.First of all,based on regulatory economics,this paper analyzes the current situation of medium and long-term trading in power market,summarizes its trading framework and practical experience,as a foreshadowing for the follow-up research.Secondly,this paper studies the existing regulatory means of the electricity market,including the analysis of the relationship between the pre declaration restrictions,the transaction constraints,the post deviation assessment and the market design objectives.It is found that the restriction of prior declaration and the restriction of in-process transaction directly act on the main body of the market,which can effectively achieve the market goal,but it will deviate from the essence of market transaction.The deviation assessment after the event will indirectly correct the deviation through the behavior of the market subject to ensure that the trading result deviates from the predetermined target within the allowable range.On this basis,this paper improves the control in the event,combines with the physical properties of the power market,and designs a time-sharing coupling trading mechanism based on reasonable peak valley ratio.This paper discusses its coupling mode and clearing model,and studies the incentive mechanism of power side.Finally,an example is given to verify the effect of the coupling trading mechanism.The results shows that in the medium and long-term electricity trading mode,the speculative and profit-seeking behavior on the generation side will be effectively contained,the peak-to-valley ratio of the power system can be controlled in a reasonable range,and the peak valley price difference can be further enlarged.
