In the power market environment, it is important to establish the appropriate price of electrical energy. It should reflect the generate electricity and other operation cost. As one of the price for end user, time-of-use (TOU) tariff is used by most country of the world. At the same time, it is one of the most efficient measures for modem demand side Management (DSM). It is very beneficial to flat the load curve if the peak and valley time periods are partitioned appropriately and the peak and valley price is also appropriate. Based on the analysis of the possible point-wise peak-valley distributions of load curves via fuzzy semi-gradient subordinate degree function method, a TOU price model is proposed in this paper with consideration of the response-model of various users in demand side. A new approach of peak-valley time-period partitioning and peak and valley price setting is thus presented by optimizing the above TOU price model under the performance function in DSM. The numerical simulation results show that the new method is feasible and reasonable.
