The regional comprehensive economic partnership was launched by 10 ASEAN countries in 2012,and six ASEAN countries,Australia,China,India,Japan,South Korea and New Zealand, were invited to participate in it.The goal is to further improve the "10+1" FTA signed with these countries,so as to achieve a modern, comprehensive and high-quality A new and mutually beneficial free trade agreement. After seven years of negotiations, three leaders’ meetings,19 ministerial meetings and 28 rounds of formal negotiations have been held in the past seven years. On November 4,2019,in Bangkok,Thailand, the third RCEP leaders’ meeting officially announced the end of negotiations among 15 member countries as a whole.RCEP is an important measure to promote the economic integration of Asia Pacific.Nowadays, with the rapid development of free trade area and multilateral trade mechanism,it is more difficult to further reduce the level of tariff. The reduction of non-tariff barriers to trade has its limitations. The logistics cost and the level of logistics development in the whole trade process will have a profound impact on a country’s trade. How to improve the level of logistics and reduce the cost of trade is triggering a study People’s attention.2019 marks the end of RCEP negotiation. In this critical year, how to solve the regional development disharmony and achieve win-win development has become the most critical issue.Based on regional economic theory, comparative advantage theory and transaction cost theory, this paper analyzes the development level of logistics performance of each country in RCEP region, and then empirically analyzes the impact of logistics performance on China’s mechanical product export from the perspective of logistics performance, providing suggestions and Countermeasures for solving the disharmony of Regional National Development from the perspective of logistics. The framework of this paper is as follows:the first chapter is the introduction, which describes the research background of the topic, reviews the development status of RCEP and reviews the opportunities and shortcomings of China’s mechanical products from two aspects at home and abroad, then introduces the research methods, framework structure, innovation and shortcomings of this paper. The second chapter is the theoretical basis. It introduces the theory of comparative advantage, the theory of regional economic integration, and the theory of transaction cost. The third chapter is the current situation analysis, which is divided into two parts. The first part analyzes the current situation of China’s export of mechanical products to RCEP countries and analyzes the problems existing in the export of such products according to the data. The second part analyzes the logistics performance development situation and existing problems of RCEP countries. The fourth chapter uses the gravitation model to analyze the impact of logistics performance on China’s export of mechanical products to RCEP countries, and proves that comprehensive logistics performance indicators and six specific indicators of RCEP countries will have a positive role in promoting China’s export of mechanical products, and tests the regression results with six specific indicators of logistics performance as tool variables, and the test results are still significant, consistent with Meet expectations. The fifth chapter is the conclusion and suggestion, which summarizes the main content of the article, summarizes its influence on China’s export of mechanical products to RCEP countries from the perspective of logistics performance, and studies how to find out the methods of coordination among countries in China’s region to jointly promote economic development from all dimensions of logistics performance. The important conclusions of this paper are as follows:the level of logistics performance development within the scope of RCEP is not balanced, the level of logistics performance in ASEAN countries is generally low, while the level of logistics performance in countries outside ASEAN,such as China,Japan,South Korea,Australia and New Zealand, are high.China’s logistics performance scores over the years are higher than the average level within the scope of RCEP,but there is still a big gap compared with Japan,Singapore and other developed countries;in 2016,China’s logistics performance level reached the highest level over the years, which was 3.66 points, ranking 28th in the world, reaching the level of upstream countries.Although China’s logistics performance level has improved, there are still big changes Good space.Empirical study of many factors affecting China’s export of mechanical products to RCEP countries shows that the most influential factor is the economic scale of the importing country, followed by the level of logistics performance.Through empirical analysis,it can be concluded that for every 1%increase in logistics performance level of RCEP countries, the export volume of mechanical products increases by 0.62%,that is to say,the higher the overall trade logistics performance level of RCEP importing countries is,the greater the role of promoting China’s export of mechanical products to the region is.At the same time, six specific indicators of logistics performance have passed the significance test, the most significant of which is the logistics service quality. For every 1%improvement of logistics service quality in RECP countries, the export volume of mechanical products has increased by 0.65%.Therefore,from the perspective of logistics performance, there is still a lot of room for trade growth between China and RCEP countries. Therefore,in the process of establishment and implementation of RCEP,we should focus on the development of logistics performance, improve logistics level and efficiency, and reduce logistics costs. At the end of the paper, the author gives some advice and suggestions for the establishment of RCEP from the perspective of logistics, focusing on the simplification of procedures, the improvement of customs clearance efficiency, the improvement of the overall weak logistics infrastructure quality of RCEP,the establishment of unified logistics standards and the training of professional logistics talents.
