With the rapid development of science and technology and the rise of trade protectionism,standards play an increasingly prominent role in international trade and has gradually become the strategic commanding point of international competition.As the world's largest trading power,China promulgated and implemented the Reform Plan for Deepening Standardization Work in 2015,and began to strengthen the management system of standardization.Considering the increasingly fierce competition and changes in global trade environment,whether China can achieve further development of export and the integration into global value chains through standardization is undoubtedly the most concerned issue for the government and scholars.In order to clarify the role of standardization in export,this paper takes China's largest export commodity,mechanical and electrical products,as an example,and combines with RCEP to study the impact of standardization on China's mechanical and electrical exports from a regional perspective.Firstly,the related concepts are defined and literatures about standardization and mechanical and electrical products are reviewed.Secondly,the historical and current analysis of China's standardization and its comparison with RCEP partners is followed,together with the investigation on the development of china's export of mechanical and electrical products to RCEP.Then,we conduct further research in combination with theory and evidence.In theory,standards are incorporated into economic theory and the mechanism of standardization affecting the export of mechanical and electrical products is analyzed.Empirically,the export of China's total mechanical and electrical products,parts and components and final products to RCEP from 1992 to 2016 is taken as the research object to examine the trade effects of standardization by extended gravity model.The results show that standardization has a significant effect on the export of mechanical and electrical products,and the positive effect on parts and components is greater than the positive effect on final products.Both the accumulation of domestic standard stocks and the internationalization of standards have a higher level of positive effects on the export of intermediate goods.From the perspective of trading partnerships,the trade effect of standardization is related to the progress of bilateral economic and trade cooperation,the promotion effect of standardization on exports to the deeper FTA cooperation partners is more prominent.From the perspective of standardization process,the internationalization of China's standards plays a significant role in promoting the export of mechanical and electrical products to countries with high level of standardization,but not to countries with low level of standardization.Based on the above conclusions,specific standardization countermeasures on export from three levels of government,industry associations and enterprise are proposed,with a view to enlightening China to achieve high-quality development and deep integration into the global value chain.
