With the continuous development of the national economy,China's infrastructure construction is also constantly improving,and new terms such as sponge cities and underground integrated pipe corridors have gradually entered our lives.The underground integrated pipe gallery is a large-scale infrastructure project with multiple functions such as improving the uncivilized phenomenon of "airborne spider webs" and "zipper roads" and extending the service life of various pipelines.Due to insufficient investment in the early stage and slow investment income,it is impossible to continue.Promotion.The PPP model has gradually played an important role in the construction of many infrastructure projects in China from the initial reference to foreign countries.Now the PPP model is applied to the construction of underground integrated pipe corridor projects.How to judge the use of PPP mode to build underground comprehensive The pipe gallery project has achieved value for money,which requires designing a more complete and more reasonable evaluation system that is more in line with the characteristics of the project.In this paper,after the development history and characteristics of the underground pipe gallery,the connotation and operation mode of the PPP model,and the advantages of the PPP model applied to the construction of the underground integrated pipe gallery are introduced in detail,the contents of the value-for-money evaluation are introduced.The application method and importance of value-for-money evaluation,and highlights the shortcomings of the current value-for-money evaluation indicators,such as single indicators,ambiguous scope and untargeted methods.Firstly,by understanding the construction mode of underground pipe gallery,reference normative standards and related research at home and abroad,following the principles and ideas of index establishment,a set of index system suitable for value-for-money evaluation of underground pipecorridors is proposed;Combining questionnaires and data analysis software to determine the establishment of the final evaluation index system;Finally,the AHP-fuzzy comprehensive evaluation method is introduced to quantify the qualitative information,and the weights of each layer are determined by AHP method,and then evaluated according to the fuzzy comprehensive evaluation method.The steps select the membership degree,and obtain the first-level and second-level fuzzy evaluation levels respectively,and determine the final evaluation result according to the principle of maximum membership degree.This paper also introduces the quantitative evaluation of the underground pipe gallery project,and obtains the PSC value and PPP value respectively.When calculating the risk expenditure,the life cycle risk of the underground integrated pipe gallery project is divided into 7 major risks according to the time point.The risks existing in each process are identified and assigned,the risk allocation framework is determined according to the risk apportionment principle,and the final government risk expenditure is obtained according to the proportion of the government's risk.Finally,the X underground pipe corridor project was selected for empirical analysis,which verified the rationality and accuracy of the evaluation model and system established by the Institute in judging whether the underground pipe gallery project can adopt the PPP model,and also reflected the fuzzy comprehensive evaluation method.The applicability of qualitative evaluation of value for money has reference significance for other related research.
