Research On PPP Mode Of The Urban Underground Comprehensive Pipe Gallery

Currently,under the new norm of China's economy,system of continuous optimization,industry gradually upgrade and the development of urbanization have become a new impetus to promote China's development.The rapid development of economy,driving the pace of urbanization in China,is gradually accelerating.With large number of population into the city,China's urbanization put forward new requirements.The year 2016 is China's "thirteen five" plan the first year,and the current era also requires the city to meet the needs of urban residents for a better living environment,including the city's municipal roads,bridges and other public infrastructure continues to be improved.For the increase of population density,urbanization for urban facilities construction needs are increasing year by year,and the city pressure is increasing.Urban underground in term of integrating corridor in the integration of urban underground pipe network and easing the pressure of urban infrastructure space have a very important role,at present,the economic and social benefits are very good and the application prospect is broad.But at the same time,the reality of the problem that we had to be faced is that China's underground corridor construction is still in the exploratory stage and a complete set of systematic construction system is lack.Although the government as a guide to the construction of integrated corridor,is difficult to bear the huge financial pressure of the integrated corridor,taking into account the construction costs and the latter part of the operation and maintenance costs.Underground integrated corridor of the pipeline unit is not strong.In order to benefit the construction of integrated corridor,and to enhance the level of urban underground corridor construction,a multi-professional combination of the overall strength need to be build,in the construction of funds,because simply relying on the government's capital investment is not enough.The Government needs to give full play to the government's public service functions and innovative financing system to attract more social capital participating in the construction of integrated corridor,The use of PPP model,the introduction of multi-channel social capital,in the late operation and maintenance through the financial subsidies to ensure the benefits of social capital income.On the basis of summarizing the relevant research,this paper analyzes the characteristics of urban integrated corridor and the new mode of operation,which is "B-SO-T + consortium +ABS" mode,and then aim at the project point of view to establish the urban underground integrated corridor evaluation system.And the needs of multi-stakeholder have been considered in the establishment of the system.This paper establishes the evaluation index system of urban underground integrated corridor on the aspects of project environmental characteristics,evaluation of financial and financing ability,evaluation of project internal control management,evaluation of interest parties' satisfaction,innovation and growth evaluation.In this paper,AHP and the fuzzy comprehensive evaluation method are used to determine the evaluation index weight of the project and to construct the evaluation model of the urban underground integrated corridor project.At the same time combining with Xi'an Xi Xian New District Fengxi Metro integrated corridor project,the practical application of the new model is explored.Finally,according to the evaluation results of the new model,the paper puts forward some suggestions to promote the application of the new model in the urban integrated corridor.
