| With the continuous advancement of urbanization,the number of urban population has increased sharply,and the discharge of domestic sewage has also increased sharply.If these sewage cannot be properly treated,it will cause environmental pollution and aggravate the pressure of water shortage.Therefore,the supporting construction of sewage treatment plants is particularly important.Sewage treatment projects have a large demand for funds.In order to reduce the financial pressure of local governments,the Ministry of Finance in 2016 required the government to participate in sewage treatment projects in Caijin[2016]No.90 to fully implement the PPP model,and encourage social capital to participate in the investment and operation of sewage treatment projects.With the PPP model being vigorously promoted and fully applied in the field of water pollution control,a large number of sewage treatment plants have been completed and entered the operation period.After the project enters the operation period,whether the sewage can meet the discharge standards is related to the success of the project.Therefore,it is necessary to analyze and study the operational risks of PPP projects in sewage treatment plants.This paper selects the X City Sewage Treatment Plant PPP project as a research case,deeply analyzes the operational risk characteristics of the sewage treatment plant applying the PPP model,applies the checklist method and the Delphi method to identify the operational risks of the project,and finally summarizes them into 6 Risk dimension,a total of 24 risk factors,get a list of risk factors.Then apply the fuzzy comprehensive evaluation method based on AHP to carry out risk evaluation on the identified operational risk factors.Construct an analytic hierarchy model,construct a judgment matrix,and get the weight ranking of each risk factor.Then on this basis,the fuzzy comprehensive evaluation method is used to divide the risk level.Finally,based on the project risk management theory,combined with the project risk evaluation situation,the project risk is allocated.Suggestions for risk control are given according to different risk-takers.At the same time,the risk monitoring theory is applied to carry out risk monitoring of project operation risks,and the risk response measures are dynamically adjusted based on the feedback of risk monitoringThis paper studies and analyzes the operational risks of sewage treatment plant projects under the PPP model,sorts out the operational risk management routes of X City sewage treatment plant projects,refines operational risk management processes and countermeasures,and earnestly summarizes operational risk management experience,and implements them for similar cities Similar projects provide experiences and models that can be referred to and imitated.It provides a reference for the operation and management of subsequent sewage treatment PPP projects,which has certain reference significance. |
