| The “Belt and Road” initiative has led to an explosive increase in the number of China-Europe train trains.The target of “5,000 trains a year” set in the “China-Europe Train Train Construction Development Plan 2016-2020” was completed two years in advance,and it has become a “Belt and Road” construction.Iconic achievement.But at the same time,many problems such as imbalances in return and return traffic,high noload rates,high operating costs,and excessive reliance on government subsidies are increasingly exposed.At present,the development of China-Europe trains is undergoing a transition period,from a "high quantity" to a "high-quality" transition from government subsidies to market-oriented operations.The Ministry of Finance is reducing subsidies to China-Europe trains year by year.The National Development and Reform Commission It also stressed the need to actively promote the market-oriented operation of the ChinaEurope trains and promote the high-quality development of the China-Europe trains.Therefore,with the adjustment of the government’s subsidy decline policy,it explores the possible path of government subsidy withdrawal strategy,constructs a market-oriented operation mechanism,achieves the goal of scale and balance of traffic volume,reduces operating costs,and enhances the overall competitiveness to become the China-Europe train line.Urgent problems to be solved.In view of this,it is necessary to consider the market-oriented operation model of the two-way supply chain after the government subsidies have receded,considering the cross-border supply chain structure of the twoway flow of goods from China and Europe to the backhaul.In this paper,through the analysis of the development status and operating mode of China-Europe trains,the characteristics of the operation of cross-border two-way supply are described.The issue of the exit path selection of government subsidy strategies is studied.The strategies of government direct subsidies,incentive subsidies,and logistics platform cooperation are compared and analyzed.The essence of the difference is to improve the efficiency of the supply chain and explore the possible path choices for the government subsidy and decline strategy.At the same time,in response to the real problem of the two-way flow of goods from China and Europe to the backhaul,a transnational two-way supply chain logistics cooperation model was constructed,considering domestic and foreign logistics companies to build a cooperation platform,and developing incentive strategies to reduce the two-way traffic difference and increase the total load.Compared with the two-way supply chain operation under the logistics noncooperation and logistics cooperation and the incentive effect of the platform,it provides a micro-operational basis for the market-oriented operation of China-Europe trains.The study found that building a logistics cooperation platform strategy is the most likely exit path for government subsidies.This market-based operation mechanism effectively improves the efficiency of the supply chain,but the goal of an incentive strategy that pursues scale and balance of traffic will have an impact on the efficiency of the supply chain.In addition,in the case of cross-border two-way supply chain cooperation,the distribution of responsibilities among members will affect the efficiency and overall profit of the supply chain.In a transnational two-way supply chain,the establishment of a market-oriented operation mechanism for domestic and foreign logistics cooperation platforms can share the large logistics channel and improve the overall supply chain and revenue.However,one of the two incentive goals of reducing the difference in traffic volume and increasing the total volume of traffic There is a certain "hedging effect",which is difficult to achieve both.This article explores different strategies for government subsidy withdrawal based on the China-Europe train line,and builds a logistics cooperation model of a transnational two-way supply chain.This article provides a micro-operational basis for the market-oriented operation of the China-Europe line train. |
