Policy Diffusion In Environmental Governance

In China,the key of ecological civilization construction is ecological environmental governance and the mass media play an important role in the diffusion of environmental governance policy.And then,the study addresses the theoretical framework of policy diffusion and analyzes the report of "River Chief System" between 2007 and 2016 of six Guangdong local newspapers via content analysis.("Southern Daily News" "Southern Metropolis Daily" "Guangzhou Daily" "Yangcheng Evening News" "Information Times" "New Express"),combined Semi-structured interviews to understand the cognitive framework of the “the River Chief System” by media reporters.From the perspective of content research,the media reporting framework of “the River Chief System” and the comprehensive analysis media mainly acted in the process of “the River Chief System” diffusion.What kind of role does it play.The results show that the major motivation of the enactment of Guangdong’s river-chief mechanism comes from the coercion from higher level government,marked by the <Guangdong water pollution governance action plan(2013-2020)>.The diffusion model of the River Chief System in mass media is "Diffusion among regions –top-down absorption and radiation diffusion ".Coherence,policy learning and socialization based on regional communication network are three characteristics of the policy diffusion.The main body of the policy diffusion are government officials.The media as a third party actively participates in the implementation of the River Chief System,and promotes the improvement of policies,which plays a very good role in supervising the work of “the River Chief”.
